Ms. McKeehan pointed out again that many of the factors for the Callippe
Preserve Golf Course and Open Space project have changed since the mid 1990's.

Mr. Iremonger mentioned that the first Feasibility Study was conducted in 1994.

Ms. Ayala assumed staffhad anticipated that enough money would be available to
build the bypass road.

Mr. Iremonger stated that the funds to be used to build the City's share of the
bypass road were not based on all 10 lots. The City's share was significantly less than
the value of the 10 lots.

Mr. Brozosky asked if the trails were included as part of this project?

Mr. Wilson stated that the trails were not a part of the budget that staffwas
presenting to Council. He noted that a small segment of the trails were built by the
Callippe Preserve Golf Course contractor, but not the entire trail system. Staffis
currently looking at various alternatives to have the trails constructed, which will be at a
fairly minimal cost.

Phil Gmbsfick, Assistant Director of Public Works, mentioned that staff is
working with the U.S. Forest Service to develop a trail system. One me~'mg has been
held. The representative has walked the site and has gone back to prepare a proposal for
the City. From the examples provided, it seems that a trail system can be constructed at a
cost in the range of $50,000. The trail will result in a three-mile trail system into the
hills. He pointed out that a number of watercourses will be crossed with the trail and,
therefore, the most costly element of the trail will be for constructing the bridges across
the watercourses.

Mr. Brozosky asked if the City had obtained permits for building the trails?

Mr. Gmbstick said yes.

Mr. Brozosky noted that the Grow-In Agreement was not part of the original
budget. He wanted to understand why the City did not contemplate that this would be a
cost.

Mr. Wilson pointed out that staffhad previously presented to Council an estimate
as to what it thought the Grow-In Agreement would be. The costs have increased since
the time it was originally negotiated, which resulted in an increase to the budget.

In looking at the prior budget, Mr. Brozosky believed there were no costs
associated with the Grow-in Agreement. He wanted to make sure that this was not a new
cost. Mr. Brozosky referred to line item eight of the Happy Valley Golf Course Change
Orders. He asked if it was typical for a project such as this to have an increase for
additional manholes, sewer laterals, water laterals, and 8" PVC?

Pleasanton City Council 11 02/03/04
Minutes
