occur downstream, unless there was some underground water movement that was not <br />caught. <br /> <br /> To answer Ms. Kawaihau's question related to fees and reservations for non <br />Happy Valley residents, Mr. Wolfe stated that the Happy Valley residents would be <br />treated as nonresidents in terms of the fees charged. It would not preclude the Happy <br />Valley residents from signing up or using the golf course. <br /> <br />Ms. Hosterman inquired about using the golf course facility at, er hours. <br /> <br /> Mr. Wolfe mentioned there was a section in the Policy and Procedures Manual <br />that gave the City the ability to use it for official City functions. <br /> <br /> Mr. Brozosky believed part of the concern was that during the summer, it gets <br />darker much later. <br /> <br /> Mayor Pico envisioned there would be a situation, especially after the golf course <br />opens, when Pleasanton would host the Mayors' Conference at the golf course site. <br /> <br />Mr. Wolfe reaffirmed that it gave the City the ability to do so. <br /> <br /> Ed McGovem, member of the Pleasanton Golf Course Committee, encouraged <br />Council to approve the Operator Agreement. He believed some of the issues could be <br />resolved in the Policy and Procedures Manual. If the Operator Agreement were <br />approved, it would allow the grow-In to move forward and then eventually the course <br />could be turned over to the Operator. He was disappointed that he did not receive the <br />staff report and was not aware Council would discuss this matter tonight. He believed it <br />would have been helpful for the Golf Course Committee to have received the staff report <br />and be included as part of the process. He strongly believed Pleasanton residents should <br />get discount fees and that ways should be found to give residents this advantage. He <br />believed more than 24 hours should be given for tee time reservations for Pleasanton <br />residents. He indicated that the Golf Course Committee would be discussing fees and tee <br />times, and believed there were other duties the Committee could provide. The <br />Committee has an interest in how the Operator will conduct the marketing plans, how the <br />course will be maintained, methods used for evaluating maintenance, and how the <br />Operator will evaluate the service level provided by the employees. Another role of the <br />Committee would be to help in the development of the club and act as an immediarary to <br />assist the Operator in marketing the golf course locally. He concurred with Mayor Pico's <br />comments related to pension benefits for the golf course employees. He believed the <br />assessment needed to look into an effective cost, number of rounds that are going to be <br />played as a result of escalating cost and the revenue loss that might occur if there is a <br />decrease in intake. He believed the Golf Course Committee should be involved in this <br />assessment and would like to see financial impacts included as part of the assessment. <br />He noted that the Golf Course Committee wanted to make the Callippe Preserve Golf <br />Course available to the median income golfer.
