It was moved by Mr. Brozosky, seconded by Mr. Campbell, to establish an ad hoc Task Force comprised of ten members to study the redevelopment of Kottinger Place and Pleasanton Gardens with the appointment of the f'rve at-large members to be made by the Mayor. Because the rents are very low and the matter is very complex, Mr. Brozosky believed it would take some creative thinking on the part of the task force. Ms. Hosterman concurred with Mr. Brozosky's comments and indicated this was her reason for continuing the matter at the last council meeting. For clarification on the motion, Mr. Bocian asked if the Mayor would appointment the five at-large members. Mr. Bmzosky indicated that the Mayor would appoint the five at-large members. The roll call vote as taken as follows: AYES: Couneilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pieo NOES: None ABSENT: None ABSTAIN: None Mayor Pico assumed that at the time appointments were made, Council could discuss the process for the task force to ensure there are regular checkpoints with Council. 6._gc Implementation of Residential Food-Scrap Recycling Program. (SR 03:323) Ms. McKeehan provided the staff report. In response to an inquiry by Mr. Bmzosky, Ms. McKeehan indicated there would be no joint meetings of the Council and Planning Commission, as originally planned, for November 13th and December 9th. Staffbelieved it made more sense to wait and have the base line traffic report and model presented to both the Planning Commission and the Council at the same time, and also allow the public the opportunity for any input.
