It was moved by Ms. Hosterman, seconded by Mr. Campbell, to approve the plans and specifications for this project; review the bids and award a construction contract for the subject project to M.A. Lindquist Co., Inc. for the low bid amount of $2,725,163; and authorize the City Manager to enter into the above contract. The roll call vote was taken as follows: AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico NOES: None ABSENT: None ABSTAIN: None Item 6E Ordinance 1899. Establishment of development standards and design Lmidelines for lots less than six (6) acres in size in Subarea of the Happy Valley Specific Plan. Bdan Swift, presented the staff report. Jerry Wagner, 6344 Alisal Street, believed the ordinance had changed since it was approved at the prior meeting. Kevin Close, 871 Sycamore Road, disagreed with the third paragraph in the ordinance as he believed it contradicted Council and staff's actions concerning the Happy Valley Specific Plan. He suggested paragraph three be completely moved from the ordinance. Vanessa Kawalhau, 871 Sycamore Road, cencurred with the previous speakers' comments. She thanked staff for increasing the notification area. She was concerned that the ordinance did not protect the agricultural land in allowing for animals. In response to an inquiry by Mr. Brozosky, Mr. Swift stated that the direction by Council to extend noticing up to 1,000 feet, and the inclusion that the Planning Commission be a part of the design review process are found on Page 5, Subsection D.4. It was moved by Mr. Brozosky, seconded by Mr. Campbell, to adopt Ordinance No. 1899 approving the application of the City of Pleasanton for a PUD Development Plan Approval as ~ed under Case PUD-3, with conditions as set forth as "Exhibit A' to the ordinance.
