Ms. Ayala inquired about school fees. <br /> <br /> Mr. Wilson informed her that school fees are paid for projects in the County and <br />therefore, there is no differential. <br /> <br /> Mr. Bmzosky provided further clarification and noted that Council could not <br />require a County developer to pay the $6.50 fee per square foot, since all the approvals <br />are done through the County and not through the City. Related to the lower-income <br />housing fee, he believed the fee had been increased recently. <br /> <br /> Rick Hempy, 3568 Vine Street, informed Council that his residence was located <br />in an unincorporated part of Pleasanton. He was glad to see staff's recommendation as <br />many residents have septic tanks. The problem had had with the proposal was that even <br />though he would be charged all Pleasanton fees, he would not benefit fi'om anything the <br />City has to offer. He believed there should be a more equitable way. <br /> <br /> Jerry Wagner, 6344 Alisel Street, saw this as another grab at money by the City. <br />He believed it is a harassment of the Happy Valley residents with the development ora <br />golf course. He mentioned that the Happy Valley residents are happy with their lifestyles <br />and do not want or need another golf course, which is of no benefit to them. <br /> <br /> Emie Tmtner, 3631 Vine Street, mentioned that in the area surrounding his <br />residence their fees for sewer connection were $10,500 and if they were to create another <br />lot, it would be another $10,500 plus the water connection fees. How wondered how <br />much is needed and when does it end? <br /> <br /> For clarification to comments raised by a previous speaker, Mr. Brozosky <br />believed they were not required to pay park fees. <br /> <br /> Mr. Wilson noted that additional park-in-lieu fees would be collected because the <br />County fees are at a smaller amount. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, wondered if in addition to the County <br />fees, the difference would be applied to unincorporated properties throughout Pleasant <br />and its sphere of influence. She asked if this would apply to the residents in the Sunol <br />area, and wondered about the existing lots in the Happy Valley area where they might <br />plan to remodel or tear down an existing house. She pointed out that senior citizens own <br />a majority of those properties. <br /> <br />Mr. Brozosky informed her that the difference would only apply to new homes. <br /> <br /> Ms. Kawaihau believed the County Environmental Health Agency is in the <br />process of creating a new ordinance. This ordinance would pertain to new engineering <br />septic systems, which would allow existing homes to install the new system.
