As requested by staff, Northstar Construction and Development will take the grade down to the road. Mr. Swift informed him that the condition does give the City Engineer authority over the haul route as with any other project. It was moved by Mr. Campbell, seconded by Ms. Ayala to adopt Resolution 03=105 reaffirming the Council's previous decision in this matter and upholding the appeal, thereby, approving vesting Tentative Map for Tract 7399 with the added condition that the City Engineer expressly has the authority to regulate the hours and routes in the off hanllng of materials. Ms. Hosterman strongly expressed that this was not her favorite project and the only reason she is going along with it was because it was a project that was previously approved and has been worked on for a long time. It is also a part of the community process in the Vineyard Corridor to reduce the number of homes from 700 plus to 189. She did not want to do anything to jeopardize the building of Neai School. Again, she expressed her strong dislike for the project but stated she would reluctantly support it.
