MINUTES
OF THE
MEETING
OF THE
PLEASANTON CITY COUNCIL

August 19, 2003

6:30 P.M. CLOSED SESSION

Conference with legal counsel regarding pending litigation (Signature Properties, et al. v.
Pleasanton Unified School District)

1. CALL TO ORDER

The regular meeting of the City Council was called to order by Mayor Tom Pico at 7:09
p.m.

Councilmember Hosterman led the assembly in the pledge of allegiance. She referred to
the recent Council actions regarding the USA Patriot Act. As an example of why the USA
Patriot Act is terrible legislation, she related the story of a Palestinian activist who has been held
in detention by the Department of Homeland Security since April 2002. He is not charged with
any crime and is held in solitary confinement. No one knows how many other immigrants are
being held and the government refuses to give the names of those being detained. She related the
activities of the Palestinian on various causes and expressed her belief that his detention is a
violation of his fight to free speech and our right to the t~ee flow of information about the
situation in the Middle East. She was proud that despite the horrendous terrorist activities in this
country, people are still concerned about preserving fundamental constitutional rights. She
referred to resolutions in support of the troops in Iraq and said she was very proud to participate
in the Welcome Home event in Livermore on August 16. She noted the Pleasanton Police
Department played a big part in the event, noted the activities of the S.W.A.T. team, and thanked
the Police Deparhnent for helping to make it a great event.

2. ROLLCALL

City Clerk Peggy Ezidro called the roll, which is recorded as follows: Councilmembers
present were Kay Ayala, Steve Brozosky, Matt Campbell, Jennifer Hosterman, and Mayor Tom
Pico. Staff members present were: Deborah McKeehan, City Manager; Michael Roush, City
Attorney; Steven Bocian, Deputy City Manager; Brian Swift, Director of Planning and
Community Development; Wayne Rasmussen, Principal Planner; and Gall Gilpin, Economic
Development Manager.

Pleasanton City Council 1 08/19/03
Minutes
