Mike O'Callaghan, 125 West Neal Street, stressed the importance of the southern <br />entrance to downtown. He urged Council to move ahead with the concept plan. He encouraged <br />keeping the city hall near Main Street. He strongly recommended consideration of more options. <br />There were only two plans attached to the staff report. He felt it was premature to contract with <br />an artist. Much more public input is necessary in developing the plans and he strongly <br />recommended moving ahead with the process. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Hosterman, to authorize staff to <br />continue the Civic Center Master Plan process; to produce many more concept drawings; <br />and to approve the agreement with Marc Pally for art consulting. <br /> <br /> Ms. Ayala wanted to make certain staff pays close attention to the downtown entry and <br />the parking structure and that those elements should drive the design of the site. <br /> <br />Mr. Bocian agreed those are key elements of the design process. <br /> <br /> Mayor Pico also wanted more design options. He agreed it was premature for the artist at <br />this point. <br /> <br />Mr. Campbell agreed to withdraw that part of his motion. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Hosterman, to direct staff to <br />prepare more options showing special concern for the gateway, adequate parking, and <br />plans with and without the San Francisco property. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers -Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Ayaia requested staff to present a report regarding the insurance requirement for <br />taxicabs. She asked how surrounding cities can require only $400,000. There was consensus on <br />Council to request the report. <br /> <br /> Mr. Brozosky announced there was a meeting at the Senior Center for LAVTA to discuss <br />bus service and possible changes. He requested people to attend the meeting to give input on <br />what does and does not work on current routes. <br /> <br /> Mayor Pico noted the Caledonians are coming to town Labor Day weekend and <br />encouraged attendance at the Scottish Games.
