the person is allowed to speak at the public hearing as a private citizen. What is not allowed is <br />for that person to otherwise participate or influence the legislative body, outside the public <br />hearing process. <br /> <br /> Ms. Hosterman expressed concerns about wireless communications installations. She <br />would like further discussions on aesthetics. <br /> <br /> Mayor Pico said there is an existing ordinance and there have been lengthy discussions <br />on this issue. The ordinance protects the residents and does not violate the rights of the wireless <br />communication companies. He suggested before doing anything more, that she review the <br />ordinance. <br /> <br /> Mr. Swift indicated when the ordinance was adopted, it was to be reviewed in five years <br />and that is coming up shortly. Staff will be bringing the committee together and reviewing <br />current technology along with other issues. He believed the matter will be before Council by the <br />end of the calendar year. <br /> <br /> Ms. Hosterman felt that if a number of applications are expected, she believed it would <br />be a good idea to further restrict what the antennae look like. <br /> <br /> Mayor Pico indicated Council has the oppommity to comment on design whenever an <br />application is before it. <br /> <br /> Mr. Brozosky indicated the Planning Commission spends a lot of time on the design of <br />houses and sometimes an applicant changes developers and the entire design changes. That <br />comes back as a minor modification and does not get Planning Commission review. He felt if <br />the Commission spent so much time on the details, it should have an oppommity to review major <br />changes to a house design. He asked if the Planning Commission was given notice of the <br />changes? <br /> <br /> Mr. Swift reviewed the minor modification process and what constitutes a minor versus a <br />major modification. He said if the Planning Commission has a concern, it could request a <br />change. <br /> <br /> Mr. Brozosky felt it would be useful to have better notice to the Planning Commission so <br />it is aware of the changes. <br /> <br /> Mr. Swift indicated applications are processed on a case by case basis and it depends on <br />the circumstances whether an application is handled as a major modification or a minor <br />modifications. <br /> <br />8.
