She asked if the owners of the large, owner-occupied lot retain the right to <br />keep animals until such time as it is divided? <br /> <br /> Mr. Swift said the owner has the right to keep animals as set forth in the North Sycamore <br />Specific Plan. <br /> <br /> Ms. Kawaihau asked if the Kasses would have to wait to build in the event that New <br />Cities does not go ahead with its project or does it build the cul de sac to extend Sunset Creek to <br />its cul de sac within two years? <br /> <br />Mr. Swift said that was correct. <br /> <br /> Ms. Kawaihau asked if New Cities had filed its final map? If Sunset Creek is not <br />extended, what happens to the Lund Ranch II project? <br /> <br /> Mr. Swift said it is anticipated the final map of New Cities will be before Council at the <br />first meeting in September. Regarding Lund Ranch II, it is required under the North Sycamore <br />Specific Plan to receive its access through the New Cities property. So unless major changes are <br />made in the entire scheme of things, that project cannot move forward without a street running <br />through the New Cities' project. Similar to the Kass project, if the Lund Ranch II developers can <br />extend a road through the New Cities' property without development of the New Cities property, <br />than they could develop within the Specific Plan. <br /> <br /> Keith Kass, 966 Sycamore Road, said he is retired and wants to develop his property as <br />part of his retirement. He thanked staff for their help on the project. In accordance with the <br />North Sycamore Finance Plan, he will reimburse the funding developer the required fees for the <br />infrastructure costs. Although the North Sycamore Specific Plan allows a density of nine lots, he <br />is proposing only five lots and will continue to live in the existing house, while building four <br />new custom lots. He wanted grading done concurrent with the New Cities' Sycamore Heights <br />project because it would have less impact on the neighbors. He reiterated the design of the <br />houses and the height limits to preserve the privacy of the neighbors. Only one neighbor <br />expressed concern about being able to see a rooftop and Mr. Kass has developed a landscape <br />plan to hide the house.
