Ms. Hosterman clarified that the scope of the study area is actually more comprehensive
than the four little pictures in the report.

Mayor Pico agreed and referred to prior handouts given to Council. He agreed all that
has been narrowed to these four alternatives. The BART Board does not support BART down
the median, but that doesn't mean the Policy Advisory Committee has to accept that
recommendation. There are other alternatives to be considered and each has its own problems.

There were no further public speakers.

Mr. Brozosky asked if ACE service was considered?

Mayor Pico said it was but it did not take p~ple where they wanted to go. About 17% of
the commuters went to San Jose and the rest went to Hacienda Business Park or up to Bishop
Ranch. There is a great deal of traffic going through the Tri-Valley area to other areas like
Oakland, Walnut Creek, etc. A significant portion of the traffic ends in the Tri-Valley area.

It was moved by Ms. Ayala, seconded by Mr. Brozosky, to direct representative Pico
not to support including Option 1 as an alternative to be studied by BART.

The roll call vote was as follows:
AYES: Counciimembers - Ayala, Brozosky, Hosterman, and Mayor Pieo
NOES: Councilmember Campbell
ABSENT: None
ABSTAIN: None

Ms. Hosterman was concerned about narrowing the scope of the study, although she was
confident that diesel trains would never travel on the Iron Horse Trail. She wanted an expansive
study, but did not want to raise concerns among the residents. She would like to expand the
scope of the study for any viable option including additional information on the ACE train. She
wanted to know what would happen if the same amount of money set aside for the DMU option
were applied to ACE service expansion.

Mr. Campbell disagreed with taking it out as an option. He felt it was better if the
decision were not only a political decision, but also an economic decision, and that could not be
determined without the study.

Mr. Brozosky felt it could be found to be a less expensive solution and then it would be a
harder battle to take it out of consideration.

Mayor Pico had no difficulty removing it as an option. He wanted to send a clear signal
that the residents of Pleasanton did not want the diesel train on the Iron Horse Trail.

Mr. Brozosky expressed concern about the ACE train. A way must be found to bring
people from San Joaquin County to the Tri-Valley or to Walnut Creek.
