MINUTES
OF TIlE
SPECIAL MEETING
OF THE
PLEASANTON CITY COUNCIL

June 24, 2003

1. CALL TO ORDER

The special meeting of the City Council was called to order by Mayor Tom Pico at 10:14
p.m.

Deputy City Clerk Marsha Schmiegel called the roll, which is recorded as follows:
Councilmembers present were Kay Ayala, Steve Brozosky, Matt Campbell, Jennifer Hosterman,
and Mayor Tom Pico. Staff members present were: Deborah McKeehan, City Manager;
Michael Roush, City Attorney; Steven Bocian, Deputy City Manager; Sue Rossi, Director of
Finance.

Adoption of 2003/04 - 2004/05 Operating Budget and Community Development Block
Grant (SR 03:187)

Mayor Pico asked if any councilmember had any modifications to propose.

Mr. Brozosky said the City might be faced with cuts from the State of California's
financial situation and he was concerned about the current PeopleSoff situation and the sales tax
decrease if PeopleSoff is bought out. He asked if there were enough in the reserves to cover the
loss of Vehicle Licensing Fees and flat sales tax for two years.

Ms. McKeehan responded by saying that as of June 30, 2003 there is enough to cover the
loss of VLF for two years. There are enough reserves to cover other losses in revenue. Reports
will come back to Council quarterly.

Mr. Pico said Council has a history of amending the budget as necessary.

Ms. McKeehan said expenditures are constantly being adjusted intemally.

Mr. Brozosky stated he would have liked to have had an opportunity to approve the
present MOU contracts now in place. He would like staff to look at the possibility of talking
with the bargaining units for potential short-term changes.

Pleasanton City Council 1 06/24/03
Special Meeting
Minutes
