The meeting reconvened at 9:20 p.m. <br /> <br />Item 6c <br />Revlew of Zone 7 Lake "I" maintenance road project.. (SR 03:158) <br /> <br />Brian Swift presented the staff report. <br /> <br /> Mr. Brozosky inquired if the Martin Avenue storm drain project was the responsibility of <br />the City or some developer? <br /> <br /> Mr. Swirl said it was pm of the City's master storm drainage system and described the <br />drainage area. The most northerly segment of the system has been installed but not the extension <br />to take care of the Busch property. The developer of the Busch property will connect to this <br />storm drain system and will also pick up drainage from the City's Operations Service Center. <br />The runoff on this property is currently held in a detention basin. The Ponderosa project is <br />conditioned to have this storm drain in before the second phase of its project is built. He <br />described the phases of the Ponderosa project. <br /> <br /> Mr. Brozosky indicated he had visited the buffer strip and commented it was a beautiful <br />park with very large trees. He referred to the vegetative plan attached to the report and noted the <br />location of the school pick up and drop off zone. He urged Council to do what it can to preserve <br />this park like area. <br /> <br /> Anne Fox, 2866 Garden Creek Circle, indicated the planned northern access road is right <br />at the Mohr Elementary School drop off zone. She did not want quarry access roads near a <br />school area because it would attract the children and there could be safety concerns. On the <br />northeast side of the Busch property, Ponderosa has given an option for 22.6 acres for a new <br />school site. The southern road planned off Martin and Mohr Avenue is near that school site. If <br />the District does not exercise the option, that road is still near a residential neighborhood. She <br />asked Council to urge Zone 7 not to have access roads near a school or residential area. She <br />preferred the access roads to come from the E1 Charro direction. Even though she does not live <br />near this area, her children will go to Mohr Elementary and in future she would like notice to be <br />given to all parents with children in that school. She did not believe a negative declaration was <br />sufficient due to the wildlife in the area and requested a full environmental impact report be <br />prepared. She wanted the safety of the children and preservation of trees to be considered in the <br />decision making process. <br /> <br /> Susan Mickleburgh and son Adam, 1591 Poppybank Court, indicated they have seen the <br />San Joaquin kit fix and the whipsnake in this area. She has a photograph of the fox to prove it. <br />She believed the environmental study is incorrect because it says those species are unlikely to be <br />in the area. <br /> <br /> Mark Lauer, 3168 Trenery Drive, related a history of the gravel quarry operation and <br />installation of the buffer strip and trees.
