Mayor Pico believed there was some justification in giving COI some relief. Since the <br />original nexus study, the Pleasanton BART station has been opened. He did not think <br />Pleasanton's allocation for jobs/housing was fair because those who make the allocations ignore <br />the fact that there is a BART station. Many people commute in and out of Pleasanton and we are <br />not given credit for that. He could see the logic in adjustment to the COI to allow for the fact <br />that many employees do not live in Pleasanton and commute in by BART. He would like to <br />charge the maximum possible for each categoW and not count on the fact that there would be <br />assistance from the state in the future. <br /> <br /> Ms. Hosterman agreed. She referred to the Economic Development Alliance for <br />Business meeting last week where the message was rents are down, unemployment is up and <br />there is no guarantee of any substantial new COI development. She liked the staff <br />recommendation and encouraged watching it carefully to see if future adjustment is necessary. <br /> <br />Ms. Ayala pointed out the staffrecommendation is not the highest for COI. <br /> <br />Mr. Brozosky noted the City of San Francisco charges $7.00 per square foot for COI. <br /> <br /> Mr. Campbell asked if charging $8,650 for single family detached housing just increased <br />the price of the homes? <br /> <br /> Mayor Pico said yes or else it provides more incentive to provide onsite inclusionary <br />zoning housing units. <br /> <br /> He then asked if a fee based on square footage of single family homes had been <br />considered. It would be good to encourage new homes of 1,500 square feet or less. He <br />suggested $8,650 for houses over X amount of square feet and half or a significantly lower <br />amount for more affordable homes. <br /> <br /> Mr. Bocian said the Housing Commission did look at a number of options similar to that. <br />A year and a half ago the Housing Commission felt the fee should be based on a percentage of <br />the sales price, but when the new Housing Commission reviewed the options recently, the feeling <br />was that the residential fee should be much lower and the COI should be higher. <br /> <br /> Mayor Pico asked if there would still be nexus to take the staff recommendation for <br />residential and take the higher recommendation for COI. <br /> <br />Mr. Bocian said yes. <br /> <br /> It was moved by Mayor Pico, seconded by Mr. Campbell, to adjust the Lower- <br />Income Housing Fee to be $8,650 for single family detached, $2,144 for multi-family, and <br />$2.28 per square foot for CO1. <br /> <br />Ms. Ayala liked the idea of charging less for a smaller home. <br /> <br />Mayor Pico agreed to amend his motion. <br /> <br />Pleasanton City Council 19 05/20/03 <br />Minutes <br /> <br /> <br />
