7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Hosterman requested Council support to allow the community to have public <br />discussion regarding the USA Patriot Act. <br /> <br /> Mayor Pico supported that and proposed it be at a special meeting and not at a regular <br />Council meeting. <br /> <br /> Mr. Brozosky would not mind if it were outside a Council setting, at some other public <br />facility. He did not want to have a Council resolution or take staff time to do a report. <br /> <br /> Mr. Campbell was concerned about how this affected the public libraries and asked for a <br />staff memo on the effect on the Pleasanton Library. <br /> <br /> Ms. Hosterman felt the public heating would be an opportunity to learn all about that and <br />an education for Council. <br /> <br /> Mr. Campbell felt the Patriot Act was an abomination and he hated it. No matter how <br />much he disliked it, he felt it was not the proper role of the City Council to engage in a <br />discussion on it. Individuals can discuss this as much as they want. He had been an intern in <br />Washington D.C. and the senators and representatives have a good idea what people think. To <br />say they don't care or an individual cannot communicate with them is not correct. He felt the <br />battle should be fought on the national level. <br /> <br /> Ms. Hosterman said Council may or may not vote to pass a resolution, but she had <br />difficulty telling the community that she would hear discussion on certain topics and not others. <br /> <br />Mr. Brozosky said the public elected the officials at the federal level. <br /> <br /> Mayor Pico asked if Council was in favor of a Council discussion of this issue. Mayor <br />Pico and Councilmember Hosterman supported it and Councilmembers Ayala, Brozosky, and <br />Campbell opposed it. There will not be a Council hearing of the Patriot Act. <br /> <br /> Mayor Pico indicated staff is working with Zone 7 and Livermore regarding the <br />Sycamore Grove matter. He felt there was some confusion about whether the water must flow <br />through the Sycamore Grove in order to keep the water flowing in the arroyo through Pleasanton. <br />He did not think that needed to be connected. <br /> <br /> Mr. Campbell noted he is the Liaison to the East Bay Regional Park District and a <br />meeting is scheduled soon. One of the agenda items is regarding trails and mountain bikers. He <br />asked if that meeting was open to the public.
