varies from the way it used to work where if the City waived the fees, then the District agreed to <br />waive the fees. <br /> <br /> Ms. Ayala felt certain the District would not consider this to be a pure commercial <br />venture and would have no impact on the schools. She recommended asking for a waiver. <br /> <br /> Mayor Pico said the fee is only about $20,000 and he did not want to jeopardize this <br />project on that issue. <br /> <br />Ms. Ayala asked if the project would pay park fees. <br /> <br /> Mr. Bocian said the City will pay the capital improvement program fees. Rather than <br />waiving those fees and having a residual impact on the CIP, staff believed it appropriate to <br />utilize the Lower Income Housing Fund, which is in place to provide assistance to projects like <br />this, and to avoid an impact on water, sewer and park fees. <br /> <br />Ms. Ayala asked if there is a preference system for Pleasanton residents? <br /> <br /> Mr. Bocian said there is a preference for Pleasanton residents, however the details of the <br />preference system have not been worked out as yet. There are differing concepts on how that <br />will work. There is a significant interest in providing preference to individuals currently living <br />in senior independent facilities to allow them to transition to the assisted living facility. The <br />details will be worked out and brought back to Council for review. <br /> <br />Mr. Brozosky asked if the preference was only for below market rate units or all units? <br /> <br />Mr. Bocian it was only for below market rate units. <br /> <br />Mr. Brozosky asked if the City would also pay the TVTC fees. <br /> <br />Mr. Bocian said yes. The amount is not known at this time. <br /> <br /> Mr. Brozosky felt there should be discussions about excluding projects like this in the <br />future. <br /> <br />Mayor Pico declared the public hearing open. <br /> <br /> Christine Steiner, 596 Hamilton Way, thanked staff for all their work on this long term <br />project. It has been a rewarding and educational experience for the members of the Assisted <br />Living Committee. She also thanked Bridge for its dedication. She told Councilmember <br />Campbell that the Committee not only reviewed the documents, they visited facilities. Lytton <br />Gardens has always been held as an example of how a senior care project should be operated. <br />Every member of the Committee was extremely impressed with the management. She noted that <br />unlike other senior units, where people move in at 62 and live for many years, in an assisted <br />living facility the turnover is very high. People move in at an older age and their needs are <br />greater. The cost of filling those needs is also greater.
