Item 6b(1,2,3) <br />Approval of the Draft Ground Lease~ Predevelopment Loan Agreement~ Promissory Note <br />and the Project Financial Structure for the Proposed Assisted Livin~ Faeili~. bein~ <br />developed by Bridge Housing Corporation and Lytton Gardens Senior Communities. <br />(SR 03:127) <br /> <br />Item 6b(4 and 5) <br />Application for Planned Unit Development (PUD) rezoning from the Agricultural District <br />to the PUD-HDR (Planned Unit Development-High Density. Residential) District and PUD <br />development plan approval to construct a two-story. ~ 59,581-sq. ft., 105-unit assisted living <br />facility on an approximately 3.59-acre parcel located at 100 Junipero Street. (SR 03:030) <br /> <br />Also consider the negative declaration prepared for this project. <br /> <br />Steven Bocian presented the staff report on the financing of the project. <br /> <br />Brian Swift presented the staff report regarding the design of the project. <br /> <br /> Mr. Campbell referred to incidents of elder abuse and asked about the reputation of <br />management of this project. <br /> <br /> Mr. Bocian said Bridge has an excellent reputation in the housing field and currently <br />operates the majority of the properties it owns. The operator of the proposed project will be <br />Lytton Gardens. It is one of the leaders in the concept of continual care. In their development <br />there are independent living and assisted living residents within the same project. A number of <br />proposals were submitted in response to the Request For Proposal and staff and the Assisted <br />Living Committee spent a number of hours looking at each proposal. Everyone was convinced <br />Lytton is tops in the field. The ground lease requires the project to be operated in an appropriate <br />manner. It must be well maintained and meet all the state and federal requirements for a facility <br />of this type. If there was any problem, the City has the right to step in and work with the <br />management on any issue. He believed there were enough controls to believe there will be no <br />issues. If property management changes in the future, the City has the right to approve. <br /> <br /> Ms. Hosterman asked if the Assisted Living Committee requested background <br />information on Bridge and Lytton, such as state licensing and certification reviews for the last <br />two or three years? <br /> <br /> Mr. Bocian said significant information was requested from the development regarding <br />complaint logs, resolution of issues, etc. They investigated current licensing as well. <br /> <br /> Ms. Hosterman felt the success of the project hinged on a good management team.
