He had concerns about the horizontal curve on Stoneridge and the required u- <br />tums at Ouzman for the parents needing to drop off students at Hacienda School. <br />Because there is not a left turn lane into the school or at Guzman, cars are required to <br />stop if there is westbound traffic. This creates a potential hazard for cars traveling <br />eastbound that do not see or are not aware of the car stopping to make the u-turn. At that <br />intersection there is a dedicated right turn lane in order to facilitate the flow of traffic on <br />Stoneridge Drive. This, coupled with a moderate horizontal curve to the right, does <br />potentially pose a visibility problem at this intersection. The speed limit should be at 35 <br />unless there is engineering analysis that shows, based on the foreseeable conditions that <br />can occur at that intersection, there is adequate stopping sight distance available for <br />vehicles that are turning out of Guzman, as well as for pedestrians that are crossing the <br />street. <br /> <br /> Kurt Kummer, 4456 Clovewood Lane, said West Las Positas has a problem with <br />drivers accelerating on the road. He drives at the speed limit and almost ail drivers are <br />passing him. Foothill High School is in the area and, again, accelerating is a problem on <br />this road. Donlan Elementary is in the area and he is asking for the warning signs to be <br />relocated so it can be seen on the straight segment of the road. <br /> <br />The public comment period was closed. <br /> <br /> Mr. Knowles briefly discussed AB 2767. He aiso said the signage for the private <br />school can be signed as 25 mph when children are present, barring any objections from <br />Council. In addition the white crosswalk at Guzman will be repalnted as a yellow school <br />crosswaik with the school crosswaik signs. He also discussed the history of the speed <br />limit changes on these three roads. <br /> <br /> It was moved by Mr. Campbell, seconded by Ms. Hosterman, to postpone the <br />discussion regarding the speed limit on West Las Positas Boulevard between Payne <br />Road and Hopyard Road until after the new traffic signal is in operation at Dorman <br />Road but to keep the existing speed limit and other traffic signs in place.
