It was moved by Ms. Hosterman, seconded by Mr. Brozosky, to adopt <br />Resolution No. 03-032, activating the Eastbound 1-580 On Ramp Metering System <br />during the evening peak commute hours in conjunction with the opening of the new <br />eastbound auxiliary lane between Santa Rita Road and El Charro Road adjacent to <br />the City of Pleasanton. <br /> <br /> Ms. Hosterman said she supports this because the City has the ability to adjust <br />this metering. <br /> <br /> Mr. Campbell said he would also support this and he appreciated Captain Bell <br />attending tonight's meeting lending his perspective and Ms. Ayala's questions about the <br />City's other choices in trying to make the freeways work. <br /> Mr. Brozosky asked how long would Caitrans have to respond to the possibility of <br />a City request to turn the lights to all green? <br /> <br /> Mr. Roush said there were reasonable standards built into the agreement and it <br />would not require a specific timeframe to respond. This would be a process that would <br />not continue forever. <br /> <br /> Mr. Knowles said Caltrans would expect they also have an opportunity to still <br />keep the freeway flowing and accommodate the City needs. It is only when this does not <br />work will we then request that the lights be turned to all green. How long this process <br />would take is not known. <br /> <br />Ms. McKeehan thought one month would be a reasonable time. <br /> <br /> Councilmembers agreed to modify the motion to include a one month <br />response time for any change/modification in the metering timing. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brozosky, Hosterman, and Vice Mayor Campbell <br />NOES: Counciimember Ayala <br />ABSENT: Mayor Pico <br />ABSTAIN: None <br /> <br /> Ms. Ayala thanked the Caiifomia Highway Patrol and Caltrans for the agreement <br />made and wished everyone success in this contract. <br /> <br />Item 6e <br />Review of the Housing Element of the General Plan (SR 03:035) <br /> <br />Approval of the Housing Element of the General Plan. Also consider the negative <br />declaration prepared for this project.
