different people can take a different posture on different clauses and phrases and terms.
Lawyers can argue about what different things mean. He felt with some certainty that
this is a straight forward, not airtight, but straight forward, agreemem which would seem
to give the Council complete discretion in terms of activating all green if the metering is
not working.

Ms. Ayala said she lives in this section of tom and uses this on ramp all of the
time. Once the new auxiliary lane is open, all of the cars backed up on Santa Rim
shouldn't be backed up. She to asked what would be Dublin's configuration to 1-5807
Why can't we let the auxiliary lane open first, see what happens and then decide when to
turn the lights?

Mr. Knowles replied that staff believes the auxiliary lane will make it easier to get
onto the freeway from Pleasanton. The loop ramp from Dublin will have to merge into
four lanes, when the auxiliary lane is just beginning. The lanes at this point are too full.
Metering is required to handle the additional cars at this point. Metering also makes it
faster to stay on the freeway than it would be to drive through town.

The public comment was opened

Captain Stephen Bell, Califomia Highway Patrol, 4999 Gleason Drive, Dublin,
California, provided the CHP's perspective of freeway metering and said it works very
well. It takes a freeway system that is overwhelmed with a lot of tratTlc and congestion
and makes it "less bad." It also promotes traffic reduction. The Highway Patrol is
currently working on high traffic congestion related incident areas and anything that can
be done, to be done to keep the traffic moving and reduce the time it takes the CHP to get
to any incident and remove them from the roadway. In the future if the City would want
to change the metering status, he will go on record with the CHP's support of the City's
efforts to get the ramp status changed. Allowing the ramps to be metered will do a great
service to reduce collisions and congestion. The better the freeway moves, the more
traffic will get on, and the less backup will result.

Anne Fox, 2866 Garden Creek Court, expressed her experience in other parts of
the country with ramp metering with positive and negative results. She felt that freeway
to freeway connector metering was the best format to address the problem. Her concern
with the 1-580 metering is a result of the 1-680 congestion. Ms. Fox asked what is the
time frame for actually turning on the ramp metering to all green; would it take one hour,
one day; three weeks? She felt there should be some sort of time interval where the City
would expect the all green to go on.

The public comment was closed

Ms. Ayala asked about the freeway to freeway metering.

Mr. Knowles replied that when the overpasses were built the underground work
was done. The vertical poles and advanced signing necessary are the only things

Pleasanton City Council 12 04/15/03
Minutes
