currently built to take that type of traffic. At the March City Council meeting there were
statements made about the size of the homes in this area. She said these homes are
smaller than the nine homes being built across the street from her home. Her home is
1200 square feet, counting the detached office on the property. This sits on one acre of
land. The homes that been approved to be built across the street are 6500 square feet on
less than an acre because a good portion of it has been mitigated for creek and public
trails. These homes are small. There is no park for the 110 homes being built in
Crreenbriar, the children ride their bikes through a protected area.

Jerry Wagner, 6344 Alisal Street, said the staff report appeared to be a stalling
tactic to halt any talk or need for talk on the bypass road. He is concerned about the
effect of the possible delay on the bypass road.

Ms. Ayala indicated that the $500,000 contribution would be made toward the
infrastructure costs for the Happy Valley area. This is stipulated in the agreement. She
would like it to be spent towards the bypass road. If this wording is put in the motion it
would supercede anything that was in the agreement.

It was moved by Ms. Ayala, seconded by Mr. Brozosky, authorizing the City
Manager to sign the Funding Agreement with New Cities Development Group and
stipulating the $500,000 contribution would be made toward the infrastructure costs
for the Happy Valley area and to adopt Resolution No. 03-031, approving Growth
Management Re-Allocations and authorizing the City Manager to sign a Growth
Management Agreement with new Cities Development.

Ms. Hosterman said she could not support this item because whenshe ran for City
Council she told the community she was not going to support addition million dollar
homes unless those developers also brought with them considerable mitigation. She is
interested in addition workforce housing in Pleasanton and in seeing some additional
affordable housing. She is concerned about these large home projects. She did not vote
on these projects in this part of the City and she did not get a chance to vote on it at that
time. Now she has the opportunity and she cannot support either of these items.

Mr. Brozosky said New Cities has already made a lot of concessions. They are
also going to contribute $500,000 towards the bypass road. He felt these were good
concessions and if this is not done now, Council is sending the message that Council is
negating all plans in the works and everything is up for renewal. He is not ready to look
at everything that has been approved in the past and go through each one to decide what
the present Council agrees with and does not agree with. It is time to move on.

The roll call vote was as follows:
AYES: Councilmember Ayala, Brozosky and Vice Mayor Campbell
NOES: Councilmember Hosterman
ABSENT: Mayor Pico
ABSTAIN: None

Pleasanton City Council 10
Minutes

04/15/03
