It was moved by Ms. Ayala, seconded by Mr. Brozosky, to (1) direct staff to <br />finalize acceptance of the two State grants to complete final civil engineering; (2) <br />incorporate the "island" alignment for lower Sycamore Creek to preserve the <br />existing stand of trees; (3) authorize staff to complete arrangements for a City storm <br />drainage easement under Alameda County's transportation corridor; (4) authorize <br />staff complete arrangements with Zone 7 to have Zone 7 quitclaim its drainage <br />channel easements and maintenance responsibilities at the time the City begins <br />construction (this action would accept City maintenance for the reconfigured <br />creeks); and (5) direct staff to return to the Council with project options should the <br />final engineer's estimated cost exceed available funding resources. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Hosterman, and Vice Mayor <br /> <br /> Campbell <br />NOES: None <br />ABSENT: Mayor Pico <br />ABSTAIN: None <br /> <br />Item 6a <br />PAP-47~ (PADR-682~ Steve and Eileen Grider) (SR 03:101) <br /> <br /> Brian Swift said the appeal has been withdrawn by the appellant. Pursuant to City <br />Council procedures, staff has contacted each of the neighbors of the Griders, as well as <br />the 6riders, to determine whether anyone who spoke at the Zoning Commission hearing <br />had any issues that were still outstanding. There are none. Mr. Swift said staff <br />recommends denying the appeal that has been withdrawn. If someone wished to address <br />any aspect of the Grider's proposal, staff would recommend that City Council continue <br />tiffs matter to the next meeting in order to get a full staff report based on whatever the <br />issue raised tonight might be. <br /> <br />The public hearing was opened. <br /> <br /> Joyce Diaz, 4769 Peaceful Lane, said she had concerns about home buyers of <br />small and mid sized homes seeking to expand their living areas substantially above the <br />norm for the neighborhood in which they are located. While the General Plan policies <br />state a goal to protect the neighborhoods and existing homeowners and the design review <br />guidelines support these goals, the zoning ordinance provides only minimum guidelines, <br />leaving the planning commission and planning staff tom between subjective and <br />objective decisions. Other cities face the same problem of overbuilding single family <br />lots. She requested the City Council consider asking the staff to study the issue of <br />growing normal sized homes to substantially larger sizes. To take a look at not only the <br />immediate neighborhood but on the City's character and quality of life, and on the quality <br />and affordability of homes available to middle income families.
