Bud Barlow, 6723 Alisal Street, expressed concerns about the construction of
sewer and water; realignment and installation of Sycamore Creek Way; and development
at the west end area. There has been no digging in the street and the streets are in an
unacceptable condition. He asked the city to look into the matter. He felt that a firm
completion date was necessary in order for this to be resolved. He is very concerned
about the cause of the delays, when the job will be completed, telling the residents when
the pipeline company is not working on the projects; and when will the work be done.

(Councilmember Campbell arrived at 7:40 pm., during Mr. Barlow's comments.)

Ms. Hosterman said she knows that section of Alisal is horrible, and the City is
well aware of the conditions in this area. City representatives are working with Ferma
and asked if the City could give Mr. Barlow an update.

Rob Wilson, Director of Public works, addressed Mr. Barlow's concerns and said
the City has continued to work with Ferma trying to keep the road in a passable
condition. A difficulty the City is faced with is the recent rains. Cutback asphalt is being
used to alleviate the road conditions and to keep the road passable. The major thrust at
this point is to get the road completed, such that the temporary conditions will not exist.
There have been meetings with Ferma to deal with some of the construction issues and
we are making progress in this area. The next several weeks the condition will exist with
the cutback asphalt in order to keep the road passable, but the city will continue to try to
keep it bearable for the neighborhood. He emphasized the construction in the area is a
disruptive condition. The City expects the road construction to be completed within the
next 8 weeks.

Vanessa Kawaihau, 871 Sycamore Road, thanked the City for fixing the 14" pipe
opening on Alisal Road. A screen was secured over the open pipe and she appreciated
staff's immediate response to her concems.

Kris LaMay, 7208 Tulipwood Circle, thanked the City Council, Mayor, and the
City of Pleasanton for helping with the success of the recent Western Swim Meet. She
particularly expressed her thanks to the Parks and Recreation Department for their
availability during their event. She presented the Councilmembers with t-shirts from the
event.

Paula Plunk, 2323 Santa Rita Road, had concerns about some Councilmembers'
concerns about the recent City ordinance regarding under-age drinking, which now
allows the police department to cite under age drinking in private homes within
Pleasanton. She recalled her experience in attending the Police Academy and learned
more about what the police department does with these situations, and the open dialogue
in keeping the community healthy and safe. She was saddened by the modification that
took place at the last City Council Meeting. She thanked Officer Brian Lawrence and
Chief Tim Neal in their efforts to get this ordinance passed.

Pleasanton City Council 4 04/15/03
Minutes
