This will have the heaviest consequences and the furthest mitigating value on their future <br />behavior by just letting the parents know the type of risky behavior the child is involved <br />in. <br /> <br /> Mayor Pico said this proposed ordinance gives the Police Chief the discretion to <br />determine whether they will go through the juvenile diversion program. <br /> <br /> Ms. Hosterman asked if the police would monitor this program closely and give <br />the Council feedback on the success so they can measure the effect of the ordinance. <br /> <br /> Chief Neal said they would begin to track the parties, distinctions between <br />juveniles and adults, and the disposition and report back to Council whenever they would <br />like to have the numbers. <br />Ms. Ayala asked if anyone was interested in going back to the 5-40 programs at the high <br />school or having this go before the liaison committee for discussion. <br /> <br /> Mayor Pico said the youth commission represented all aspects of the community <br />and to have a unanimous recommendation from the commission is the reason why they <br />are formed. It is a City ordinance involving city activity and the police department. <br /> <br /> Ms. McKeehan said they would use every means they have to advertise this <br />ordinance once it is adopted, including the 5-40 groups, school liaison committee, <br />leadership groups, and the COPPS program on Channel 30. <br /> <br /> It was moved by Mayor Pico, seconded by Counciimember Brozosky, for <br />introduction and approval of (urgency) Ordinance 1878 Amending the Pleasanton <br />Municipal Code concerning Alcohol Consumption by Persons under the Age of 21 <br />Years, with the modification on a first offense the parents are notified and on the <br />second offense or at the Police Chief's discretion, the minor and/or the minor's <br />parents are required to participate in a juvenile diversion program. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, Hosterman and Mayor Pico <br />NOES: None <br />ABSENT: Councilmember Campbell <br />ABSTAIN: None <br /> <br />Item 6c <br />Installation of S-shaped Median Barrier at the intersection of Santa Rita Road and <br />Morganfield Road.
