part of the update to the General Plan, and (c) traffic models from now until completion of
the General Plan will not include the construction of the West Las Positas interchange.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Mr. Brozosky believed this is the right thing to do. Some people may be concerned with
how long the update will take and whether it will last until the next Council is elected, with the
possibility that Cotmcil may change its mind. He pointed out there is always the citizens'
initiative process. For Council to do anything separately will cost a lot of time and only save
about six months to a year. It may not be worth the extra expense to do it.

Ms. Ayala asked if the interchange should be taken out of the traffic fees.

Ms. McKeehan said direction should be given to staff to bring a report back regarding
that action.

Mayor Pico said that is not a high priority at this time.

Ms. McKeehan pointed out them are many other projects to be funded.

Mr. Campbell felt this was a separate item.

Mayor Pico said this is an interim step until the General Plan update is complete.

Ms. Ayala supported taking the entire General Plan to the vote of the people.

Mr. Brozosky commented it is a very complicated document and Council was elected to
make decisions.

Item 6c
General Plan Review Process.
