It was moved by Mayor Pico, seconded by Ms. Hosterman, to take direct staff to (1) take <br />no action or to spend any money that would facilitate the building of the West Las Positas <br />interchange, and (2) plan for the elimination of the West Las Positas interchange as part of an <br />update to the General Plan as outlined in Option 4. <br /> <br /> Mr. Campbell said the interchange was in the General Plan and he did not want to see the <br />public taken out of the process. He did not want Council to manipulate the process where the <br />public does not have the final say. Two members of Council were elected on a platform to <br />eliminate the interchange, but he did not feel that was necessarily a mandate for the Council to <br />find some sort of creative way to eliminate the interchange from the General Plan. Ultimately, <br />the public needs to weigh in on the decision. <br /> <br /> Mayor Pico agreed, but before the public can do that, Council has to take an action to <br />amend the General Plan. It may be more than a couple of years to do that and he did not think <br />this Council could bind a future Council to having a vote on it. As part of the 1996 update, any <br />action Council takes with respect to the West Las Positas interchange would provide that the <br />public has one year within which to referend the action. He agreed with Mr. Campbell and if it <br />were possible to guarantee that at the time there is an amendment to the General Plan that there <br />would be the ability to ratify the action by a vote of the people, he would want to do that. He did <br />not think there was a way now until the next General Plan update is complete and ratified. At <br />that point in time, Council can do what it did with the urban growth boundary and housing cap <br />and decide if it wanted to put something on the ballot. <br /> <br /> Ms. Ayala pointed out that the voters did not vote on the General Plan update as a whole, <br />only on elements of it. The majority of the committee for the 1996 General Plan update wanted <br />to take the interchange out of the General Plan. The only reason it was not done was because <br />staff said if it is taken out the City would lose all the funding for it. In fact, there is no money to <br />build this interchange and she felt she had been misled in 1996. She agreed with Mr. Campbell <br />that she did not want to be manipulative, but she wanted the interchange removed. She would <br />like to start the General Plan update as soon as possible. When the first meeting on the update <br />occurs, she wanted to make it clear that removing the interchange is one of the major priorities <br />for the update. She hoped to get through the update in a timely manner. <br /> <br /> Ms. Hosterman liked the suggestion that nothing be done towards the funding of the <br />interchange. That would give some assurance to the neighborhood of the Council's intent. She <br />would like to do this quickly. <br /> <br /> Ms. Ayala would also like staffto take the West Las Positas interchange out of any traffic <br />model from now to the completion of the General Plan review. <br /> <br />Mayor Pico accepted that as a friendly amendment to his motion. <br /> <br /> It was moved by Mayor Pico, seconded by Ms. Hosterman, to direct staff (a) not to <br />take any action or expend any money that would facilitate the building of the West Las <br />Positas interchange, (b) to plan for the elimination of the West Las Positas interchange as <br /> <br />Pleasanton City Council 26 03/18/03 <br />Minutes <br /> <br /> <br />
