Ms. McKeehan indicated it was approved before the ordinance was adopted. <br /> <br /> Mr. Brozosky asked if it expired and the developer reapplied for approval then would it <br />be subject to the ordinance? <br /> <br />The answer was yes. <br /> <br /> Jerry Wagner, 6344 Alisal Street, believed that the Happy Valley Specific Plan had no <br />merit because of the number of loopholes. One provision indicates the City of Pleasanton has <br />one year after completion of the New Cities portion of the east/west collector road within which <br />to construct the bypass road. He believed the extension of the New Cities approval is just one <br />more stall job. He felt the elected leaders had no intention of building the bypass road. He <br />wanted the golf course project stopped. <br /> <br /> Kevin Close, 871 Sycamore Road, agreed with the staffrecommendation. The New <br />Cities project needs to continue because of its portion of the bypass road and the $500,000 <br />contribution. He urged Council to designate the $500,000 for the bypass road, and not for <br />widening the existing EVA, which is the only access to the golf course at this time. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, felt there is nothing custom about the custom <br />homes being built in Pleasanton. She felt the nine custom homes being built by Greenbriar are <br />far from custom. She saw no problem with calling three of the New Cities lots custom lots. She <br />felt the houses would be adequate or equal to the CJreenbriar lots and did not feel that was a <br />reason to deny the project. She was concerned that if this project is not allowed to proceed, its <br />portion of the east/west collector road would not be built, and that it would give a reason for the <br />City and the Spotornos not to build the bypass. In order for the Spotornos to complete their <br />portion of the bypass road, the New Cities portion must be finished one year prior to the start of <br />any development. If Spotomo comes forward with a project tomorrow and the New Cities <br />project is not started, there is nothing that says Spotorno must build the bypass road. She felt <br />that would give Council the opportunity to change the Happy Valley Specific Plan and <br />permanently direct the golf course traffic to Alisal Road. <br /> <br /> Vince Barletta, 6290 Laura Lane, indicated Mr. Bates has built a beautiful golf course at <br />Pasadera and it is a shame he is not building the one in Happy Valley. He looks forward to the <br />New Cities project. He believed Happy Valley will eventually be part of the City of Pleasanton, <br />but the residents had objected to annexation because of the lack ora bypass road. He referred to <br />the infrastructure and said for residents on his street, it would cost $80,000 to get sewer and <br />water. In addition, the City would not commit to running sewer and water to his house unless <br />80% of his neighbors also agreed to hook up. He believed that was highly unlikely to occur. He <br />appreciated the fact that the developers had agreed to fund the infrastructure. He supported <br />granting an extension for New Cities and he urged Council to designate the $500,000, and <br />anything else that can be obtained from other developers, for a bypass road. He requested <br />Council to approve installation of the infrastructure into the side streets now, while the streets are <br />already tom up, as opposed to waiting two or three years when the area eventually annexes or <br />when the wells run dry and the residents are desperate for sewer and water. Most of the residents <br />realize the golf course will be constructed and there will be pesticides used.
