The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman,

Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

and

5. MEETING OPEN TO THE PUBLIC

Bruce Torquemada, 3072 Albumi, said he had read the General Plan and
mentioned that it states the target number for students enrolled in each elementary school
is 600. Measure B was a big part of this community goal for better education. The
developers have been asked to pay higher fees in order to keep the size of the schools at
600 students. The community wants it and extra money has been raised for this and yet it
is not being done. He urged Council to work with the School District in order to
accomplish the General Plan goals. He also voiced his experience scheduling playing
time on the community baseball fields.

Jeff Renholts, 7489 Aster Court, talked about the removal of the West Las Positas
Interchange from the General Plan and the cost of its removal from the General Plan. He
was concerned about the cost of preparing an EIR. He stated that if it isn't built, it won't
cost the city any money. He urged that the interchange be left in the General Plan but not
be built because of the budget crisis at the State level, which will eventually come down
to the city level.

Kevin Close, 871 Sycamore Road, discussed the Happy Valley bypass road and
his perceptions on the handling of the project. He stated that at present there is no
approved or planned project that will accommodate the bypass road as outlined in the
North Sycamore Specific Plan or the Happy Valley Specific Plan or the Happy Valley
Annexation Information book. He asked when citizens of Pleasanton, the Happy Valley
community, the developer and future residents of the golf course development expect to
have a proper traffic circulation plan.

Jerry Wagner, 6344 Alisal Street, said the pipeline installers are going to go up
and down Alisai Street five times, tearing up the street each time to bury a different pipe.
After laying only one pipe, the street is torn up. Big chunks of the street and street edge
are broken from the heavy weight of the heavy machinery. Several neighbors, including
himself, have a private road to their residence. The heavy machines were run onto the
road or parked on the edge of their private road where materials for the job were left.
They have learned the City is having a pipe brought in to bring recycled sewer water up
from the treatment plant in northwest Pleasanton to water the golf course. He said this
will bring billions of gallons of treated water onto the ground that sits on top of the water
table which each resident in Happy Valley uses for drinking water and other household
uses. He is concerned about the pollution of this well water.

Pleasanton City Council 3 03/04/03
Minutes
