Vanessa Kawaihau, 871 Sycamore Road, said she appreciated the cornnaents of Mr.
Roush in the "Tri-Valley Herald" regarding the City's position on the bypass road. She also
appreciated Council directing staff to review ways to minimize the golf traffic on Sycamore
Road. However, Dale Way is a narrow, private road and cannot accommodate two lanes of
traffic and pedestrians safely. To consider the use of the Dale Way bridge for traffm is a waste
of time. Happy Valley residents prefer completion of the east/west collector road. She quoted
from the Specific Plan, which stated every effort would be made to complete the bypass road
within one year following completion of the east/west collector road. Without the New Cities
development and its segment of the east/west collector road, there can be no real commitment by
the City to see that the bypass road is built. The Specific Plan also says dedication of the bypass
road right of way shall be the responsibility of the developer of the Spotomo property. Without
an approved development plan there can be no bypass road. Until that road is constructed,
Happy Valley residents can expect to see golf course traffic using Alisal Street to Sycamore
Road, which is narrow. She continued to describe the expected traffic and possible routes to the
golf course. She said doubling or tripling traffic in her neighborhood is unacceptable.

Jerry Wagner, 6344 Alisal Street, believed Council should follow the example of the
elements of character the Mayor refers to at each meeting. He referred to the newspaper article
in which Mr. Roush was quoted as saying the bypass ro.ad was not an environmental mitigation,
but a political solution to gain residents support. Mr. Wagner felt this was just lying to the
residents to get their votes for annexation. He did not believe the bypass road would ever be
built. It will not be built on the Spotomo property because of the fault and "swirling slide area".
He said Council should do what it said it would do and build the road. He felt investors should
not purchase the bonds to fund the project and he wanted the project stopped.

Ms. McKeehan read a letter from Fern Smith complimenting the management and
residents of Ridge View Commons.

Dennis Boegei, 1119 Mataro Court, said he was encouraged by the suggestions at the last
meeting regarding the Vineyard Corridor, but discouraged by the economic conditions of the
state and region. Every street improvement idea affects not only the City but the entire region.
He wanted to share all the improvement ideas with regional representatives. He urged expansion
of Highway 84 and believed that would solve the cut-through problem and make other
improvements more effective.

There were no other speakers.

Pleasanton City Council 5 02/18/03
Minutes
