Item 6b
Traffic Metering on Sunol Boulevard (SR 03:041)

Item 6c
Activation of the eastbound I-$80 on-ramp traffic metering system during the peak evening
comraute hours. (SR 03:040)

Jeff Knowles presented the staff reports for both the above items.

Ms. Ayala asked how Mr. Knowles could be sure more traffic would not use Sunol once
the construction is completed and all three lanes are opened. She asked if the construction could
be part of the reason some drivers are not using Sunol?

Mr. Knowles said it is known what the volume was with metering before construction
started. At that time there were two northbound through lanes and a series of right mm pockets.
That will be about the same configuration af~er construction and it is known that traffic can be
held to 1,000 cars. The volume can be adjusted to whatever amount staff wants it to be.

Ms. Hostel'man asked how many cars would be using that portion of Sunol once Applied
Biosystems is in operation and its employees are using that road.

Mr. Knowles said there is no metering in the morning when the employees would be
coming to work. The primary cut-through problem is in the evening and that is when metering
would be used. The metering would not affect those leaving the City at that time.

Ms. Hosterman referred to the Mission to Dolores route and asked if the signage is still

Mr. Knowles said it is still there.

Mr. Brozosky referred to the 57% cut-through traffic on Sunol and asked how much goes
back on to the freeway at Santa Rita and how much goes to Stanley and Vineyard?

Mr. Knowles said most of the traffic goes on Stanley and Vineyard. The travel time for
those using Sunol to First to Santa Rita to the freeway was significantly longer than if they had
just stayed on the freeway.

Mr. Brozosky asked if the cut-through traffic was mostly those cutting through to
Livermore and not just cutting through from 1-680 to 1-580.

Mr. Knowles said it was a combination. Traffic going eastbound on 580 is more likely to
stay on 680 to 580 eastbound so long as there is no congestion on the freeway. Most of those
using Sunol are those who would use Highway 84 until it reaches Level of Service (LOS) F.

Pleasanton City Council 12 02/18/03
Minutes
