Mr. Knowles said the road will be repaved next Spring and it will be restfiped at that f~rne <br />based on what is learned with the lane change. <br /> <br /> Mayor Pico did not think there was a win/win in this situation. He was concerned about <br />the safety of the street. He recognized Vineyard is a main arterial and it will remain that way. <br />He would like to make certain it can accommodate the traffic that is expected, but not be so <br />attractive to cut-through traffic that people would use it instead of Stanley Boulevard or other <br />alternatives. He was concerned about the backups at the Montevino stop signs in the morning. <br />He felt a signal would work better. He wanted the road narrowed to two lanes from Touriga with <br />a signal using the low light feature. He wanted to slow traffic using whatever technology is <br />available, including the signal that tums red ifa car is exceeding the speed limit. Once the light <br />is installed at Ruby Hill there could be further discussions about the metering aspects. He asked <br />if a signal light could be programmed to go through its cycles in the morning and evening and <br />operate as a stop sign (flashing red) during the rest of the day? <br /> <br /> Mr. Knowles said it could operate as a four-way stop, but the biggest concern is the <br />transitional period when it shifts from signal operation to flashing red. He was also concerned <br />about going fi.om flashing red to all red with a pedestrian actuation. There was discussion about <br />how to adjust the signal to handle different situations. <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Brozosky, to encourage Signature <br />Properties to fast track the plans for the signal at Ruby Hill, and, once the signal is <br />installed, to meter westbound traffic; to reduce the number of eastbound lanes on Vineyard <br />Avenue beginning at Touriga; to install a signal at Montevino with the programmed <br />visibility feature; that Vineyard be resurfaeed with rubberized asphalt as soon as possible; <br />and that the lanes not be restriped until the signal is installed at Montevino. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozosky, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Councilmembers Campbell and Hosterman <br /> <br />There was a break at 9:24 p.m. <br /> <br />The meeting reconvened at 9:32 p.m. <br /> <br />Pleasanton City Council 11 02/18/03 <br />Minutes <br /> <br /> <br />
