Mr. Campbell asked if the main issue was the tilted bowl and was staff recommending
eliminating it? He asked for a further explanation of that particular bowl.

Mr. Wolfe said that was correct and was based on discussions with the neighbors. It
would increase the distance between the amenity and any property line to the east. Mr. Wolfe
said the bowl in question is for beginners and is the least active area. Other elements of the
facility will be more challenging. The Commission had recommended keeping the bowl because
it was for beginners and would get less activity.

Ms. Hosterman commented that many kids are interested in a BMX track and asked if
this facility could be used for BMX as well as skateboards until a dedicated BMX track is
constructed? If not, why not?

Mr. Wolfe said the skateboard park was built specifically for skateboards. He
acknowledged that sometimes there are bicycles, in-line skaters, scooters, etc. using the
skateboard track. There have been very few conflicts. The likelihood is the Val Vista in-line
skate facility will have similar uses. Typically, the users police themselves and the BMX riders
are discouraged.

Ms. Hosterman stated this will be an outstanding park. However, she was concerned
about the $170,000 to lower the in-line skate facility. What are the downsides to lower it? Does
it require a generator for the pump during the rainy season? Would that create a noise problem?

Mr. Wolfe noted the lowering of the facility will create a deeper pit and some questions
had been raised about visual supervision. He did not know if that would be a problem. He said
the cities of Livermore, Dublin and San Ramon have similar facilities and theirs are from six to
eight feet from top to bottom. The Pleasanton design is similar.

Rob Wilson said the sump pump will be electric and will mn from existing wiring in the
park. No generator will be necessary. He briefly explained how it would work. There would be
additional cost for the pump and it will require maintenance and watching by staff.

Ms. Ayala asked if surrounding cities had facilities at grade or below?

Mr. Wolfe said the San Ramon facility was above grade. He did not know if that was
because of drainage or design. The Pleasanton design was as low as possible to allow for the
gravity feed of drainage to the storm system. The height was a result of discussions with young
people who helped with design and with in-line consultants.

Ms. Ayala asked about if the advanced and beginner bowls were connected?

Mr. Wolfe said they were, but the beginners' bowl would not be used much. He pointed
out that the difference between this facility and the skateboard park is that the skateboard park is
flat with raised features, whereas the in-line skate facility is below ground.

Pleasanton City Council 6 02/04/03
Minutes
