Mayor Pico inquired about the comment regarding a hearing on the Happy Valley <br />litigation. <br /> <br /> Mr. Roush said there is a demurrer heating regarding a couple of causes of action on <br />Thursday. If it is successful, portions of the case would be eliminated. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Report Regarding Potential Modifications to the In-Line Skating Facility. at Val Vista <br />CommuniW. Park <br />(SR 03:037) <br /> <br />James W. Wolfe presented the staff report. <br /> <br /> Mr. Campbell asked about how many meetings were held over the course of the three- <br />year planning process? <br /> <br /> Mr. Wolfe said about nine Task Force meetings were held for the master plan. That <br />involved a task force made up of residents from the Val Vista area, the youth sports <br />organizations, etc. Then the plan went to public hearings before the Parks and Recreation <br />Commission, the Planning Commission, and City Council for approval of the design. <br /> <br />Mr. Campbell asked if there was notice of all these meetings. <br /> <br />Mr. Wolfe said yes and he explained the usual notice procedures. <br /> <br /> Ms. McKeehan indicated the City goes out of its way to have a public process. However, <br />the degree to which people understand the details varies. People usually don't realize how <br />important an issue is until it impacts them directly. <br /> <br /> Mr. Campbell indicated the cost of the park has almost doubled and asked for an <br />explanation. <br /> <br /> Ms. McKeehan responded that staff prepares an original estimate for a park. After going <br />through the public process the plans sometimes change and amenities are added. Pleasanton's <br />parks compare or exceed those in other communities. The Val Vista Community Park is an <br />exemplary sample of this. She noted it started with an estimate of $3-4 million and now after all <br />the input, it is close to $7 million, but it is a very different park than originally proposed. <br /> <br /> Mr. Wolfe explained that a Task Force gets lots of requests for things to go into a park. <br />The Task Force is advised that these are all contingent on available funding and construction <br />phasing. For the Val Vista Park, the City was in a position that it could afford to include many <br />of the amenities the community wanted. <br /> <br />Pleasanton City Council 5 02/04/03 <br />Minutes <br /> <br /> <br />
