Mayor Pico felt the most logical alternative bypass road that would impact the least <br />number of people in Happy Valley is g4. That was not preferred by staff in the beginning, <br />however he was concerned Alternative #1 was not feasible because of various environmental and <br />geological reasons. If Council wants to review alternatives to minimize impacts to residents on <br />Alisal Street, then Alternative g4 must be considered, even though it is not popular. <br /> <br /> Ms. Ayala said back in 1993 it was believed there was a way to build Alternative gl. She <br />asked if staffwas convinced there was no way to do that? <br /> <br /> Mr. Rasmussen said when staff went through the General Plan process in 1993, staff did <br />not have all the geological information and engineering work that has since been completed in <br />conjunction with the Spotomo PUD. There is more information available now on the soils, the <br />rotational slide, building costs, earthquake fault lines, environmental agency experiences, etc. <br />He did not believe staff was convinced one way or another whether the road could be built. The <br />information is still inconclusive and that is why another analysis is necessary to determine if it is <br />buildable. <br /> <br /> Ms. Ayala asked if the engineers with expertise on roads on hillsides could design a road <br />that would fulfill the Specific Plan? <br /> <br />Mr. Rasmussen felt that was possible. <br /> <br /> Ms. McKeehan said it would be great if Alternative gl were proved to be buildable. <br />However, every time staffhas gotten more information, more concerns were raised. That is one <br />of the reasons a process goes from General Plan to Specific Plan to development application. <br />She did not want to raise expectations that Alternative gl is the one answer. Before the <br />annexation vote, it looked like Alternative gl had severe problems. <br /> <br /> Ms. Ayala believed the original alignment for Alternative gl had a lot to do with the <br />Summerhill project. Isn't it possible that a different alignment could be found if it were not tied <br />to the Summerhill development. <br /> <br /> Ms. McKeehan said anything is possible, which is why it is worth studying one more <br />time. <br /> <br />Ms. Ayala acknowledged there may be some tradeoffs which will have to be addressed. <br /> <br /> Mr. Brozosky suggested asking the consultants for a couple of alternative routes behind <br />the hill. <br /> <br />Ms. Ayala did not understand the difference between Alternative g4 and g3. <br /> <br /> Mayor Pico said g3 takes traffic away from seven or eight homes on Alisal, but leaves <br />traffic on the remainder of Alisal. He did not believe that was acceptable to the residents in <br />Happy Valley and they do not consider it a bypass road.
