He did not like it, but economically, logically, location-wise, <br />feasibility-wise, taking people off the Happy Valley loop, g4 is the best and requires the least <br />cost and least amount of future development on the Spotorno property. If the original route is <br />built, which goes up the hill, through a massive landslide, over the hill and back down again, it <br />will require a significant amount of development on the Spotomo fiat land, perhaps over a <br />hundred units, as a trade-off in order to pay for the costs of the bypass road. There are <br />significant issues and one cannot ignore the economic issues. He believed that if ~4 was chosen, <br />the cost of condemnation and acquisition would be far less. He wanted to study this further to <br />determine those costs. He did not want to ignore the most logical route if there were no houses <br />involved. <br /> <br />Ms. Ayala did not think Alternative #3 took any houses. <br /> <br /> Mr. Rasmussen said it did not take any houses but put traffic on the street in front of <br />houses on Alisal. <br /> <br />Ms. Ayala said Alternative g4 requires condemnation of many developed properties. <br /> <br /> Mayor Pico felt Alternative #3 was not a bypass road, it was just another entrance to the <br />golf course and leaves traffic on Alisal in front of about a dozen homes. He did not believe it <br />accomplishes the goal of a bypass road. The residents wanted all the golf course traffic off <br />Alisal and Happy Valley. <br /> <br /> Mr. Campbell wanted to hear from the residents and asked them to address their <br />comments to specific alternatives. <br /> <br />Mayor Pico invited public comments. <br /> <br /> Jerry Wagner, 6344 Alisal Street, did not believe the study was necessary since all the <br />alternatives have already been studied. He felt this was only a delaying tactic and the only <br />reason the City was continuing with the golf course project was because so much money had <br />already been spent. He believed his lawsuit had merit. He felt the best thing to do would be to <br />stop everything until the court decides the lawsuit. He believed Alternative g4 was just a stall <br />that would take years to get through all the condemnation actions. He felt the EIR only dealt <br />with the original road option. There is no EIR dealing with traffic on Alisal or Happy Valley <br />Road. If this were put to a vote of the people of Pleasanton, he felt only the staff and Council <br />would support a golf course. He believed it would be a losing business operation and the people <br />of Happy Valley would be irreparably impacted. The Specific Plan requires a bypass to be in <br />place and used by construction txaffic for the golf course. Staff is only using those parts of the <br />Specific Plan that serves their purposes. He totally objected to density adjustment. It should stay <br />at one house per two acres. If the City wants to proceed, he felt it should consider Alternatives <br />#1 or #7 only. The residents do not want traffic on Happy Valley Road or Alisal. <br /> <br /> Sherman Balch, 6010 Alisal Street, referred to the yellow area on a map of the area which <br />allowed PUD-MDR zoning. It is assumed the bypass road would provide access to that and the <br />only route in question is from the yellow area to the golf course.
