Ms. McKeehan indicated the Liaison Committee does not make decisions, but does have <br />conversations that lead to the need to follow up on certain items or favoring certain points of <br />view. She acknowledged that when the Committee gets to that point it may be necessary for Mr. <br />Brozosky to recuse himself. That point has not yet been reached. <br /> <br /> Ms. Ayala said discussions vary from meeting to meeting and Neal School is a very small <br />part of that. <br /> <br /> Ms. McKeehan indicated staff will work on this. She noted there is also another <br />subcommittee consisting of two Councilmembers and she wanted to avoid any possible <br />difficulties with the Brown Act. <br /> <br /> (5) Ms. Hostennan requested staff to prepare a report on the status of the Energy <br />Advisory Group outlining topics that Council would like the EAG to work on in the near future. <br />She was concerned about the Committee spending a lot of time trying to decide what it wanted to <br />tackle. She preferred to give them direction and focus. <br /> <br /> Mr. Brozosky said this was discussed when the Energy Plan was adopted in December. <br />It was decided at that time that it was best for the Committee to decide what was important to <br />bring back to Council in three months. The idea was the Energy Group was to take the lead in <br />deciding what it wanted to do for the next couple of years. <br /> <br /> Ms. Hosterman felt Council should be narrowing the issues raised by the EAG and <br />deciding what would be best for the community. She believed that would save time. <br /> <br /> Mayor Pico was surprised the EAG was acting on issues before all the appointments have <br />been. He did not want to do anything until the committee appointments are complete. <br /> <br /> Ms. McKeehan believed this discussion needed to be covered in the team building <br />workshop. Council needs to determine how it wants committees to be used. Do they operate <br />independently to bring back recommendations, or does Council give them direction at the outset? <br /> <br /> Ms. Ayala agreed this should be discussed at the team building workshop. She was <br />inclined to give direction to committees. <br /> <br />It was determined that staff would bring back a report on the issues before the EAG. <br /> <br /> (6) Mayor Pico wanted to consider ending the metering program on Sunol Boulevard. <br />With all the consmaction going on, he did not feel it made sense to continue it. He could have <br />supported it when the meter was at Arlington, but now that it is moved to Sycamore, he felt <br />another block of neighbors were being impacted to help another neighborhood.
