Mr. Brozosky agreed a workshop should be the first step. <br /> <br /> Mayor Pico believed further comments on the process could be received atter the <br />workshop is held. <br /> <br /> It was moved by Mr. Brozosky, seconded by Mr. Campbell, to hold a workshop for <br />the Bernal Property Specific Plan, Phase II. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Brozusky, Campbell, Hosterman, and Mayor Plco <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6f <br />Council selection of Charrette Participation for the Hacienda Business Park Mixed Use <br />Feasibilit~ Study (SR 03:028) <br /> <br />Brian Swift presented the staffreport. <br /> <br /> Ms. Ayala said Council just had a traffic workshop. On January 24, 2003 there will be a <br />Transportation Committee meeting for the Tri-Valley Vision Project. On Janual~ 31, 2003 there <br />will be a planning for the Tri-Valley match between workforce housing and transportation. She <br />was concerned that there would be planning within a vacuum. She is more and more convinced <br />that it is time for a General Plan review and this is a discussion to have in the team building and <br />priorities workshops. She was very surprised that a date of February 10 has been set for the <br />charrette. <br /> <br /> Mayor Pico said the charrette process was not being performed in a vacuum. There have <br />been more than one discussion about this proposal. The Hacienda Business Park Owners' <br />Association and the East Bay Community Foundation have inquired if the City wanted to <br />paxticipate in discussions to see if it would be appropriate to amend the master plan for the <br />Hacienda Business Park to take advantage of the concepts available today which may not have <br />been around twenty years ago when the Park was first approved, e.g. smart growth, pedestrian- <br />oriented, transit-oriented development. There is a BART station in the business park and there <br />are parcels that have not yet been developed. There is an interest by property owners and <br />community groups in adding workforce housing in the business park. That could eliminate the <br />need for single-occupancy vehicle trips and encourage the use of public transit, thereby reducing <br />traffic in the park. It may also help the city to meet some of its affordable housing objectives. <br />Given the Housing Element Update in process and the ABAG levels the City is trying to meet <br />and the fact that the build out may provide 27,000 residential units rather than the 29,000 cap, <br />there is a possibility to put another 1500 units in the business park if there is a way to provide for <br />schools, parks, shopping, and other amenities needed for a truly transit-, pedestrian-oriented, <br />smart growth development.
