to reject the Governor's proposed shift of local vehicle license fee (VLF) revenue and to honor
the 1998 commitment to restore the VLF.

Ms. Ayah wanted to make certain the resolution did not support raising the VLF fee.

Ms. McKeehan said the resolution urges the Governor to keep the commitment that was
made when the fees were reduced and backfilled by state revenue. That was the state's position
independent of any request from cities, to continue the revenue at the same level for the cities.

Ms. Ayala wanted to make it very clear that she did not support raising taxes in any way.

Mr. Brozosky said that may be the result of the proposed resolution. If there is not
backfill available, the state may raise the VLF to maintain the cities' share. He did not believe
the state would provide funds from its general fund for this considering the state of its current
budget.

It was moved by Ms. Ayala, seconded by Ms. Hosterman, to adopt Resolution No.
03-006, adding an item to the agenda regarding the vehicle license fee.

The roll call vote was as follows:
AYES: Couneilmembers - Ayala, Brozosky, Campbell, Itosterman, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

The item was added at the end of the agenda as item 6g.

Item 4g was continued to a meeting in February.

4.
