Carole Perkins, 3231 Vineyard Avenue #38, spoke on behalf of the residents of the <br />Hacienda Mobile Home Park. She thanked Council for its assistance last year regarding the <br />rental agreement. She said there are still issues with the owners and related the difficulties that <br />are causing stress for the residents. She related the importance of seniors to the community <br />through volunteer work and service at the polls on election day. She urged Council to support <br />purchase of the mobile home park by a non-profit organization or by the City. This request was <br />made two years ago. A study was performed by a non-profit organization, Westridge Group. <br />Nothing has been done since then. The owners are willing to sell the park to the City or a non- <br />profit organization. Westridge Group has been successful with other parks like Hacienda and <br />she noted the Tropics Mobile Home Park in Union City. She again urged the Council to support <br />the purchase of the mobile home park by the non-profit organization to preserve the low-income <br />rents for the seniors. <br /> <br /> Mr. Roush commented there have been efforts over the last year to move this issue <br />forward. Several meetings have been scheduled with the owners, which had to be canceled for <br />various reasons. He spoke to Mr. Waterhouse today and indicated the need to have something in <br />writing expressing a willingness to sell the park and some idea of a price. It is hoped that will be <br />received by the end of the year and staff can proceed to see how it can meet the needs of the <br />residents and to make the park affordable. <br /> <br />Mayor Pico asked if the Housing Commission was involved? <br /> <br /> Mr. Roush said it had been kept informed, but there has been nothing to report to them <br />recently. He assumed the Commission would be involved in the future. With regard to the rent <br />increases for January 1, 2003, the owners gave notice at the end of September 2002. However, <br />the amount for capital improvements was more than was actually expended. They anticipated <br />spending a certain amount by the end of the year, which has not been done. There have been <br />discussions with Mr. Waterhouse and Mr. Hoon regarding the actual capital improvement costs <br />and they have promised to provide information in order to bring this to closure for this year and <br />to advise the residents what the actual rent will be. The residents have been given the maximum <br />allowable rent figure and in fact the rent will be less than that. He estimated the increase for <br />capital improvements will be between $3-4.00. <br /> <br /> Mayor Pico reiterated the forthcoming goal and priority setting workshop and felt this <br />issue will be one of the top issues to be reviewed. He thanked the residents for keeping this issue <br />on the Council's agenda. <br /> <br />6.
