Ms. McKeehan said the normal process would be to initiate an item. Staff is in the <br />process of bringing back a list of items for a scope of work for this area and Coundl can then <br />decide which elements it wishes to approve· Staffwould then proceed with the work· <br /> <br /> (2) Ms. Hosterman wanted to ~to whatever necessary to address the concerns of the <br />residents about the Stoneridge Drive extension. She wanted to proceed with the east side study. <br /> <br /> · <br /> Mayor Pico felt that ~ssue should lbe addressed at the priorities workshop early next year. <br />There would be ample opportunity tol review that. Direction has already been given in <br />conjunction with the West Las Positas inlerchange to give some feedback on process. <br /> Ms. McKeehan indicated a work~hop on traffic is being scheduled for January 14, 2003 <br />and these two items will be part of ~e discussion so Council can have some background <br />information before it addresses the priori!ies. <br /> (3) Ms. Hosterman asked if th.ere was a model of procedures for ad hoc committees, <br />commissions, task forces, etc. to use in gathering information from the public and making <br />recommendations to the Council. She felt some committees have deviated from what she felt <br />was proper procedure. She wanted some guidance on what is proper procedure so everyone is on <br />the same page· <br /> <br /> Mayor Pico noted there is a Commissioners Handbook which includes some of that <br />information. <br /> <br /> Ms. McKeehan felt the issue referred to the Energy Committee. This was the first time in <br />a very long time that there was a staff committee as opposed to a Council appointed committee. <br />Most have been groups where Council appointed or advertised for interested parties. The Energy <br />Committee was different because the state was in the middle of a crisis and staff organized to <br />address major issues. She noted the Commissioners roles were due for review and clarification. <br /> <br /> Mayor Pico felt this could be addressed at the priorities workshop. He was concerned <br />about issuing new priorities to staff at this time, without looking at the all options and priorities <br />already on the list. He acknowledged the concerns and felt it was valid to review procedures, <br />however he did not want roles so rigid that flexibility is lost to allow something like the Energy <br />Advisory Committee to respond to needs. <br /> <br /> Mr. Brozosky felt Council needed to do a better job of setting expectations for the various <br />task forces or commissions and whether they are to make decisions or recommendations. <br /> <br />Ms. Ayala asked when that team building workshop is to be set? <br /> <br /> Ms. McKeehan indicated the tentative date is the last Tuesday of January. Traditionally <br />the last Tuesday of every month is reserved for workshops or special meetings if necessary.
