Mr. Campbell asked if the $55 million represented funds on hand or funds to be <br />generated over the course of the next few years for distribution in 2008? <br /> <br /> Mr. Knowles said existing funding mechanisms for existing projects will stay in place <br />until 2008. At that time, the funds from Prop. 42 will start to be received. The $55 million is an <br />estimate of 20-25 years worth of that funding. There is no end date to the Proposition. <br /> <br /> Ms. Dennis noted that it seemed like the $10 million might be unallocated to the <br />Highway 84 project and used for something else on a short-term basis. She believed there is an <br />expectation that the $10 million must be used immediately rather than part of an accumulation <br />process for Highway 84 improvements. <br /> <br /> Mr. Knowles said none of the money is really set aside. The funding is only available in <br />2008 and this will be discussed many times before that time. The Congestion Management <br />Agency (CMA) recently divided Highway 84 into three segments in order to identify the <br />congestion. Staff is doing much behind the scenes to bring regional attention to the congestion <br />in Highway 84 and to find ways to mandate funding for improvements in that area. <br /> <br />Ms. Dennis asked if other jurisdictions will support a request for a local study. <br /> <br /> Mr. Knowles said many communities do not have the ability to run traffic models like <br />Pleasanton does to show impacts on local communities for consideration in environmental <br />studies. <br /> <br /> Ms. McKeehan said for the first time the Th-Valley area is gaining attention to this issue <br />and there will be many opportunities to discuss funding sources. <br /> <br /> Ms. Michelotti indicated the Th-Valley Transportation Council has been lobbying for <br />these improvements for a long time. Fees are being increased to help with these improvements. <br />She commended Mayor Pico for fighting for this. She felt other officials needed to be educated <br />in order to see the big picture and how the Highway 84 improvements can help other <br />jurisdictions and not just Pleasanton. It would take traffic off the city streets of Livermore as <br />well. The $10 million is only a drop in the bucket for the necessary Highway 84 improvements. <br />She supported the current proposal in order to get something started and urged people to keep <br />trying to educate people about the regional benefits. <br /> <br /> Mayor Pico said Mr. Knowles did a marvelous job of providing information to <br />substantiate the position for urging improvements to Highway 84. However, there are people in <br />other jurisdictions that feel very strongly that improvements are necessary for 1-580 to expand <br />the right of way for BART to go down the middle of the highway along with other things. He <br />felt it was a coup to get the $10 million allocation. More importantly, he felt Pleasanton had <br />gotten the attention of the region and the Alameda County Congestion Management Agency. <br />They are looking at ways of getting some incremental improvements for Highway 84 that may <br />cost less than $10 million. They have seen the need to relieve the evening eastbound congestion <br />on Highway 84.
