Proclaim November 24-30, 2002 as "National Family Week" in Pleasanton. <br /> <br />Adopted Ordinance No. 1872, approving the application of Allen Roberts, Robert Grove, <br />and the City of Pleasanton for a PUD rezoning and major modification, as filed under <br />Case PUD-82-10-10M. <br /> <br />Adopted Resolution No. 02-120, approving an allocation of $10,000 in federal HOME <br />funds to provide temporary rental subsidies for the county "Linkages" emergency <br />housing program. (SR 02:263) <br /> <br />Accepted the public improvements for Bernal Avenue widening between Vineyard <br />Avenue and Arroyo Del Valle and installation of traffic signal, Phase I- Project No. <br />005029; authorized the City Clerk to file a Notice of Completion; authorized final <br />payment to Redgwick Construction Company in the amount of $4,511.22; and authorized <br />payment of retention in the amount of $14,465.33 to Redgwick Construction Company <br />thirty days after filing the Notice of Completion. (SR 02:258) <br /> <br />Jeff Knowles indicated the existing traffic signal is temporary, pending widening of the <br />bridge. Because of the backup of vehicles from the pre-existing stop sign at Bernal and <br />Vineyard, the fire trucks fi.om the new fire station may not have been able to proceed to <br />the south in the event of an emergency. In addition, until the bridge is widened, there is <br />not enough room for a left-turn pocket and arrow. Moreover, because of the amount of <br />northbound traffic and southbound traffic that tums left, there would not have been <br />enough gaps in traffic to make the turn. Therefore staffused a protected permissive left- <br />turn phasing that provides an arrow and allows left-turners to make the mm on the green <br />circular ball. There have been collisions because southbound left turning vehicles fail to <br />yield to northbound traffic. That seems to happen fi.om ten a.m. to mid-afternoon. It <br />doesn't seem to be peak hour related. The most recent collision was due to another <br />vehicle following too closely. Staff is trying to temporarily reprogram the signal so <br />southbound traffic completely stops before allowing left tums and then allowing north <br />and southbound through traffic to proceed. That will not help the ten p.m. problem when <br />drivers are not paying attention. It is hoped the new bridge project will start in the spring <br />and that will include widening Bernal and final construction of the traffic signal, <br />including a double southbound left-turn pocket and exclusive left-mm protection (left <br />mm only when arrow is on). <br /> <br />Ms. Dennis noted that there is a yield sign as well as an arrow and late at night that could <br />be confusing to people. She asked if the yield sign is lighted well enough. <br /> <br />Mr. Knowles said the accidents have not been due to right turns. They have primarily <br />been southbound left turners versus through traffic. If the comment referred to the "left <br />turns yield on green ball sign", the collisions involve daily commuters that, regardless of <br />the time of the day, are aware of what they should be doing.
