Item 6d <br />Update to Ci.ty Council Priorities for Fiscal Year 2002/2003. (IR 02:036) <br /> <br />Deborah McKeehan presented the staff report. <br /> <br /> Ms. Michelotti referred to the line items under the Bemal Property, which listed "ballot <br />initiative" and "revise draft specific plan, if necessary". She did not believe those were <br />originally priority items for Council and were brought to Council by others. She asked for some <br />kind of footnote to these items. <br /> <br /> Ms. Dennis asked for an update on the implementation of the Trails Master Plan. She <br />also asked about accessibility of the paved section of the Arroyo Mocho trail and the <br />approximate date of opening the rest of the trail. <br /> <br /> Mr. Wolfe indicated he had spoken to the trail advocates today. Regarding the Arroyo <br />Mocho, the section from Arroyo de la Lagnna to Hopyard Road, across the north side, to Chabot <br />Canal has been paved and is opened. That is the trail to the schools. The question that has arisen <br />today concerns the signage and the chain across the south side of the Arroyo Mocho trail. That <br />is the section that is not paved and staffis working as quickly as possible to open that section. <br />Staff was directed to work with the Parkside neighbors regarding the south side mitigation plan. <br />Staffproposed to have a response to the mitigation issues by the end of the week. In the <br />meantime, staff has discussed gate locations with Zone 7. They are proposed for the bridges at <br />Stoneridge and Santa Rita and also at the beginning of the linear park at Sutter Gate east of the <br />Sports Park. Zone 7 agrees to that and engineering is in the process of designing the gates for <br />Zone 7's review. It is anticipated the gate construction will be added to existing public works <br />contracts to expedite the work and hopefully the trails will be open by the end of the month. <br /> <br /> Ms. Dennis felt that when Council approved the opening of the Arroyo Mocho trail, the <br />issue that had some concerned was that no one realized the mitigation plan and working with the <br />Parkside neighbors would delay the opening of the trail after the paved section was complete. <br />She has had several phone calls about this issue. <br /> <br /> Mr. Wolfe indicated he has spoken to three of the four members of the Trails Council and <br />they are aware of the situation and understand staff is moving as quickly as possible. It is not <br />just the mitigation plan that is causing delays. <br /> <br />Ms. Michelotti asked for an update on the Sports Park on the Bemal property. <br /> <br /> Mr. Wolfe said the original plan was for a fifty acre community park as part of Phase I. <br />With the potential change to the 318 acres of public land, the committee was asked to focus <br />primarily on the lighted sports fields and facilities. Staff has worked with the committee and a <br />revised plan has been drafted. That is due to be reviewed by the Bemal Property Task Force on <br />October 16. The design has all the same elements of field configuration in the previous plan, just <br />moved slightly in order to fit the land. Clearly, Council has indicated a desire to move this along <br />and he felt it would be before Council in December or January with the master plan for the park. <br />After that, there will be discussions on funding and final design. <br /> <br />Pleasanton City Council 26 10/01/02 <br />Minutes <br /> <br /> <br />
