Mr. Roush asked if Council wanted to do something other than the normal practice. For <br />example, if a resident asked for connection to sewer and water a month from now, the normal <br />practice would be to evaluate whether it could be provided to the residence under the LAVWMA <br />JPA and then a recommendation and preannexation agreement would be presented to Council for <br />consideration. <br /> <br /> Mayor Pico said it will be at least a year before the lines are constructed and it is <br />premature to deal with this question now. The existing policy has worked in the past and the <br />only change he would suggest would be for the agreement to require annexation rather than to <br />just not object to annexation. <br /> <br /> Ms. Dennis suggested advising the residents when the most advantageous time would be <br />to connect to the sewer and water lines from a financial standpoint. <br /> <br /> After further discussion, it was determined there was consensus to agendize this <br />discussion before December 2002. <br /> <br /> Ms. Ayala requested a memo from staffdescribing what the group home process and how <br />it works because of the situation with the Wesley Youth Homes. Council agreed. Mayor Pico <br />requested the Human Services Commission to also receive a copy of the memo. <br /> <br /> Ms. Ayala referred to the Greenbriar project on the west side and wanted a memo <br />describing what affordable units would be constructed. <br /> <br /> Ms. Dennis requested adjourning this meeting in honor of Alameda Mayor Ralph <br />Appezzaro.
