(4) an amendment to Contract C-01-123 with J. Michael Poellot Golf Design Group (JMP) <br />for golf course construction support services for a fee increase in an amount not to exceed <br />$176,150, for a total contract amount of $293,703; (5) an amendment to Contract C-01-127 <br />with Lowney & Associates for geotechnical support services during construction for a fee <br />increase not to exceed $324,130, for a total contract amount of $421,073; (6) an amendment <br />to Contract C-01-124 with Wetlands Research Associates, Inc. for golf course <br />environmental services during construction for a fee increase in an amount not to exceed <br />$55,117, for a total contract amount of $212, 553; and (7) to approve a contract with Bruce <br />Monighan for Clubhouse and Cart Barn design services (Phase II construction) for an <br />amount not to exceed $157,172. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Campbell, Dennis, Michelotti, and Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mayor Pico thanked everyone involved in this process. He acknowledged there will <br />continue to be discussion about the bypass road and he and the Council are committed to create a <br />bypass road solution. <br /> <br /> Ms. Michelotti said this has not been an easy process. She hoped to go forward with all <br />of the residents as a part of this golf course project. She wanted them to be happy with the <br />decision on the road. She asked if Council was willing to support allowing utility connections <br />for people not directly contingent to the Alisal sewer and water lines so long as they agreed to <br />future annexation. <br /> <br /> Mayor Pico indicated that is not on the agenda and could be discussed in the future. It is <br />the intent to make it feasible to do that, but it should be considered on a case by case basis. <br />There are limitations under the LAVWMA agreement and the urban growth boundary. He did <br />not want to make any commitments at this time. <br /> <br /> Ms. Ayala said she wanted some way to earmark some money for the bypass road. She <br />wanted some commitment to the residents of Happy Valley. <br /> <br /> Ms. McKeehan suggested that Council identify the bypass road as a priority in the <br />Capital Improvement Program; that is how things get funded. But first it is necessary to find out <br />where the road will be located. <br /> <br />Item 6b <br />Update on Community Preparedness and Disaster Response.
