Ralph Adams, 1340 Happy Valley Road, urged Council to move forward and award the
contract for the golf course. He strongly believed the bypass road should be an element of this
development, but linking the occupancy for the golf course residential development and the TTK
project is not a wise thing to do. First the location of the road needs to be determined and then
determine the funding for the road, whether entirely by the city or in cooperation with a
developer. He urged Council to move forward with the project, which many people in
Pleasanton feel is a very good project.

Ms. Michelotti asked him to restate his position on the occupancy link.

Mr. Adams said he did not want occupancy tied to the bypass road.

Ed McGovern, 9206 Longview Road, indicated he is a member of the golf course
committee and has spoken to Council several times in support of a golf course. This project has
tried to be a good neighbor in terms of doing everything it can environmentally. The bypass road
has been an issue for five years. It has not been solved yet, but that does not mean we should
stop trying to find a solution and to find a route to the project. Speaking as an individual, he said
he hiked to the top of Pleasanton Ridge this weekend and looked at the City to see the growth. It
has gone right to the edge of the Happy Valley area. He understands the desire of the residents
to not to change this beautiful area. Then, he looked at the Bernal property with all its houses.
He felt now is the time when the iron is hot for development and if there are more delays in the
project and changes on the City Council membership, it is possible that we will all lose. This
project will be there for generations to come and the open space and golf course will serve the
community for a hundred years. We need to think in that long term and he hoped this project
could get moving as soon as possible.

Bob Silva, 3766 Oak Brook #G, Vice Chair of the Golf Committee, indicated the
committee has been working for five and a half years on this project. He thanked Council for its
continued support during that time. The committee dealt specifically with the design of the golf
course facilities and the mitigations measures dealing with the golf course. He encouraged
Council to vote favorably for the staff recommendations. He looked forward to the day in July
2004 when he can stand on the first tee and hit the ball down the fairway.

Gene Jordan, 6305 Laura Lane, thanked everyone who has been working so hard on the
golf course and the Happy Valley area for the last several years. This is a phenomenal job of
putting together a great project. He hoped it goes forward and felt it would please a lot of people
including golfers, hikers, etc. He also supported the bypass road. He felt the Sycamore and
Alisal roads were valuable in their present state. Many people from the entire city use these
roads on the weekends for running and biking on these country roads. Without the bypass road,
he believed there would be more of those people losing the benefit of those roads for their
activities, than the hikers that will benefit from the new trails.

Milt Jones, 976 Happy Valley Road, said he has been working with the City on this
project for 17 years. He has always been assured the loop road would not be used for the golf
course. Through the years the city has had to do a tot of environmental work for the streams,

Pleasanton City Council 16
Minutes

09/17/02
