Peter Bailey, 6699 Alisal Street, indicated he has been a long time resident and viewed <br />the golf course as a win/win for all parties. He agreed with the concept of the bypass road. From <br />a health and safety standpoint, he appreciated the golf course and the water and sewer <br />infrastructure that will be provided. He liked the open space concept and commended Ms. <br />McGovern for her comments and comparison of the Bemal Property and the Happy Valley <br />property. He had voted for the annexation and hoped there would be controlled growth. He felt <br />a golf course was good for the community and provided recreational activities for many people <br />of all ages. It is good for property values too. He commended the City for the project. He also <br />pointed out that the addition of fire hydrants in the area will provide better fire protection and <br />reduced insurance rates. This will increase property values and may increase property taxes. He <br />favored the bypass road and encouraged support, but he was opposed to the cul de sac of Happy <br />Valley Road. That road is a loop and if there is a gate, it is no longer a loop. He felt that was a <br />health and safety hazard. He thanked Council for its consideration and urged further <br />consideration of the bypass road. In the meantime, he wanted Council to continue with the <br />project. <br /> <br /> Kevin Close, 871 Sycamore Road, expressed his concern that the bypass road and its <br />alternatives would be studied for a long time but never built. He wanted the Council to retain the <br />condition that the Planning Commission had added to require the study to be completed before <br />occupancy. And then every effort should be made to have the road constructed soon after the <br />study. If that were the case, then it would be okay for the loop road to serve the golf course until <br />the new road could be constructed. But without the Council's commitment to build the road by a <br />date certain, he had concerns that the bypass road would never be built. <br /> <br /> Jennifer Hosterman, 2922 Chardonnay Drive, said she has a golfer in her family and <br />believed that another golf course is needed in the community. She attended some Regional <br />Water Quality Control Board meetings some time ago to speak in support of the golf course. She <br />was happy to do that for environmental reasons. The open space and trails component of this <br />development, along with the preservation of endangered species, really makes this a remarkable <br />development. One of the big issues before the Regional Water Quality Control Board was the <br />health and safety issues of the water and sewer infrastructure. It would be great for this <br />neighborhood to have that opportunity. She loved the fact that the golf course presents the final <br />development to this end of town along the urban growth boundary. However, there is a duty as a <br />caring community to protect the interests, the safety, the peace and quiet, and the integrity of <br />every Pleasanton neighborhood. Therefore, she believed the bypass road should be a guaranteed <br />component of the entire project. <br /> <br /> Mitra Zahiri, 5380 Brookside Court, said three years ago she purchased property on <br />Alisal Street. She was fully aware and strongly in support of the Happy Valley Golf Course <br />Specific Plan. During this time, she has participated in numerous City Council and <br />neighborhood meetings voicing support of the annexation. Her property shares a border with the <br />Spotorno property which is included in the current annexation proposal. Furthermore, there is <br />presently a County moratorium on new septic tanks in that area. She and her family are eager to <br />reside in their new home on Alisal Street as part of the City of Pleasanton.
