Ms. Michelotti referred to the Planning Commission recommendation for a study <br />regarding the bypass road and to delay opening the golf course until its completion. She asked if <br />that any effect on the contract with Fenna? <br /> <br /> Mr. Grubstick said the contract would commence upon notice of the award and the work <br />would proceed until 2004. Completing the project and having the opening delayed until studies <br />were complete would not affect the contract, but would impact the operation of the golf course. <br /> <br /> Ms. McKeehan further explained that there would be an impact on the repayment of the <br />bonds. There would be no revenue stream from the golf course for repayment of the bonds. In <br />addition, if the Planning Commission recommendation is adopted and the houses are not allowed <br />to be occupied until the bypass road study is completed, then it has an impact on the property <br />owners Memorandum of Understanding, who are agreeing to sell the property to the City. They <br />may not be willing to sell the property under the same circumstances. <br /> <br /> Mayor Pico said it could also have an impact on whether the City is able to receive <br />financing for the project. <br /> <br /> Ms. McKeehan felt if another source of funding could be guaranteed, the bonds could <br />still be sold, but there could be an impact. <br /> <br /> Mr. Campbell referred to the fact that the Ferma bid was quite a bid lower than the next <br />bidder and asked if staff was comfortable with that. <br /> <br /> Mr. Grubstick said staffhas had discussions with Ferma, which stands byits bid. Staffis <br />confident Ferma can stay within the amount bid. <br /> <br />There was a break at 8:51 p.m. <br /> <br />The meeting reconvened at 9:00 p.m. <br /> <br />Mayor Pico declared the public heating open. <br /> <br /> Joi Pentin, 387 Loneoak Court, said she was a junior golfer and supported the new golf <br />course. She wanted an 18 hole course close to home that is open to all the public. She hoped it <br />would have a good junior program and she would be able to play there with her family and <br />friends. <br /> <br /> Roger Manning, 1300 Happy Valley Road, indicated he appealed the Planning <br />Commission decision for one reason. It added a condition requesting a study and decision on a <br />final bypass road within six months and prior to any final building permits being issued and the <br />opening of the golf course. For three years the City and landowners agreed to spend a <br />considerable amotmt of money on an access road. This was the result of a consensus of the <br />neighbors who live in the County, staff, and landowners. The City was to build a road across the <br />Spotomo property to the golf course.
