Ms. Michelotti asked if conducting the test later in the year would have an effect on the
outcome?

Mr. Knowles did not think so. He also said that sight distance is better at night when you
are only dealing with cars and not pedestrians, because brake lights are more visible at night than
the back of a car in the daytime. The drawback to turning it off and then on again is the learning
curve that would take place in that time.

Mayor Pico said the metering will not be turned off, but would be modified. In the
meantime, he urged staff to prevent traffic from backing up to the freeway.

Ms. Michelotti also stated that staffwould have the ability to increase the timing if
moving it to Sycamore did not solve the problem.

Ms. Ayala asked staff to confer with the Highway Patrol to keep them aware of what
Pleasanton is doing.

Mr. Knowles said he has had at least three conversations with Commander Bell already.

Mayor Pico said with respect to the other metering suggestions, he would like to defer a
decision on other locations until the Sunol situation was tested more and there was more time for
feedback and consideration.

A speaker asked if the police department would be asked for more enforcement on Sunol
Boulevard.

Ms. McKeehan indicated she would discuss that with the Police Department.

Ms. Hosterman asked why not proceed with expanding the metering program as
suggested in #2 and #3 of the staff recommendations so we can get more data.

Mayor Pico felt the test was started on Sunol and he was not satisfied that that test is
finished yet. He wanted to assess the impacts on neighborhoods and get more feed back from the
community before the metering is expanded. He felt it was obvious there is a real mix of
opinions and he preferred to proceed with caution rather than expand the program,

Ms. Michelotti referred to a suggestion to use Bemal as the sole experiment, but that
would leave Sunol as the open direct route and that would not be a viable test. She felt Sunol
was the right place for the test, but there are safety concerns to be addressed. She felt this points
out the direction the City is trying to take to make it safe in the community. It also points out the
need for improvements to Highway 84. She hoped that those improvements are on the top of the
list for District 4 and that funding can be found.

Mayor Pico thanked everyone for coming and providing their input. He related the
schedule for rebroadcast of this meeting on Channel 29.

Pleasanton City Council
Special Meeting Minutes

17 08/22/02
