determined that there is no historical significance to the location, she felt it could be moved and
suggested it be put on the Austin property.

Mr. Wolfe said the Austin property dedication will not be connected to the Alviso Adobe
Park, but would be across the mad. That road (Old Foothill Road) must remain as is because it is
the access for homeowners north of the park and for the park itself.

Ms. Ayala felt the silo should be next to a barn and wondered if there was an opportunity
with the Austin property to move both to an area less intrusive to the Laguna Oaks residents.
She felt strongly that if the silo were behind the barn and nestled into the oak trees that it would
look much less intrusive than the current proposed location.

Mr. Wolfe agreed that if it were moved, it would have less of an impact on Laguna Oaks.
If Council wants to include the silo, staffcan review the site for another location. The staff
position was to have the silo next to the barn, rather than anywhere else on the site, just to have a
silo. Council could delete the silo from the park at this time and then when the land donation is
received, staff could consider doing something on that piece of land such as constructing another
barn structure and a silo. He felt certain that when the land is received, some kind of task force
would be organized to plan the use of the property.

Ms. Ayala was surprised staff did not provide photomontages of the proposed silo.

Mr. Wolfe said Parks and Recreation Commissioner Mike Sedlach had used his computer
program to prepare a photomontage for this site.

Ms. Ayala requested that professional photomontages be prepared to nestle the silo
behind the barn. She wanted to see the silo the same distance from the new Foothill Road as it
was from the original Foothill Road. She asked if the barn would be white without the silo? She
was still interested in doing something with the silo, but she did not like where it was proposed
to be located.

Mr. Wolfe said the barn would be white.

Ms. Ayala was interested in looking at the proposed donation of 26 acres and locating the
barn and silo more in the hills.

Ms. McKeehan cautioned Council in discussing the 26 acres as part of a development
proposal that it has not seen. Staffhas not received the proposal. This 26 acres is not just a gift
to the City, but is part of a development plan that would allow the building of houses in
exchange for the granting of this extra acreage. All that is undeterminable at this point.

Ms. Michelotti admitted that she was one of the Councilmembers who wanted to consider
the silo. She had felt, from a design review aspect, that the barn looked better with a vertical
element added to it. She had asked if the silo could be moved or hidden to make it less obvious.
At that time, Council was concerned about having the plan meet the historical requirements in
order to be eligible for certain grants. She did not think it would take a year and a half to come

Pleasanton City Council 23 08/20/02
Minutes
